Study On The Construction Of Free Trade Port Of Qingdao

The study on free trade zone began with free tax zone as early as 1980's of last century. Chinese Free Tax Zone is a special economic zone, including the activities of international trade, free tax storage, export processing, commodity display and so on, which is founded by the government, supervised by the Customs and has some characteristics of the "inside boundary but outside Customs" without any duty and other restraint of trade for importing goods. Chinese Free Tax Zone has many similar characteristics and functions with the world free trade zone, but differs from it in policies that it doesn't have the whole functions or policies of FTA. Therefore, it is necessary to study the free trade port.Qingdao Port has advantages in location and port condition, infrastructure, technology, brand and innovation. Therefore, Qingdao Port has the hardware condition of being the free trade port. The change in the pattern of Asia-Pacific port competition and the fast-developing of the hinterland's economy and area supply the environment conditions for Qingdao Port establishing the free trade port.The cargo throughput and the container throughput of Qingdao Port have been increasing quickly recently, in which the cargo throughput comes to 186.78 million tons, far exceeding the object of 150 million, and the container throughput comes to 6.3 million TEU. To grasp the trend of the cargo throughput and the container throughput of Qingdao Port better, according to the changing trend of data, the thesis uses Grey Verhulst and its modified model to fit the data, getting the good consequence. By forecasting the container throughput of Qingdao Port will come to 1.2 million TEU and the cargo throughput of Qingdao Port to 300 million tons by the year of 2010.After analysis, Qingdao Free Trade Port should have the functions of international trade, free tax storage, export processing, commodity display and shipping special district. The Rotterdam pattern should be followed in constructing the free trade port. Qingdao Port should pay more attention to improve the application of information, establish logistics industry park, and construct the transportation infrastructure to fasten the construction of the free trade port.
