Research On The Integrated Development Strategy Of "port-industry-city" In Huangpu Seaport Economic Zone Under Free Trade

With the continuous development of international trade and the update and upgrading of information technology,the development of port cities has entered a new stage.As a key node of sea transportation and land transportation,port plays an important role in international trade,and port economy also plays an important role in national economy.Guangzhou welcomes new development opportunities in the context of the Belt and Road Initiative and the constructio n of the Guangdong-Hong Kong-Macao greater bay area.As an important part of Guangzho u port,Huangpu port is of great importance to the construction of Guangzhou as an internatio na l shipping center.In the new era,the construction of pilot free trade zones makes the interactio n between ports,industries and urban economy face new opportunities and challenges.With the establishment of Huangpu harbor economic zone in 2012,the study on the integrated development of “port-industry-city” in Huangpu harbor economic zone under the background of pilot free trade zones began to receive extensive attention.With the introduction and implementation of the free trade zone policy since 2013,as for Huangpu's harbor economic zone,seizing the institutional mechanism brought by the system innovation of the free trade zone and the historical opportunities brought by the construction of the Guangdong-Hong Kong-Macao greater bay area,it can promote the transformation and upgrading of Huangpu port,thus guiding the effect of industrial convergence and the construction of urban renewal.At the same time,by referring to the integration path and mode of “port-industry-city” of domestic and foreign classic ports and combining with the system of free trade zone,this paper puts forward the free trade pilot zone system and relevant Suggestio ns that can be used for reference to promote the integration development of “port-industry-city”,which is of certain reference significance for Huangpu harbor economic zone to apply for the free trade pilot zone.Based on the growth pole theory,industrial agglomeration theory and system theory,and on the basis of summarizing the previous research results,this paper first analyzes the development status of Huangpu port-facing economic zone from three aspects: port,industr y and city,and summarizes the bottleneck and favorable conditions of the integration of “portindustry-city”.Then by studying the domestic and foreign “port-industry-city” integrated development mode discuss the suitable development mode of Huangpu harbor economic zone.Based on the institutional innovation experience of the pilot free trade zone,the significance of the free trade experiment to the integration of “port-industry-city” in Huangpu harbor economic zone is analyzed from the perspectives of demonstration effect,spillover effect,synergy effect and siphon effect.Finally,according to the experience of replicable innovation system in pilot free trade zone,the countermeasures and Suggestions for the integrated development of “portindustry-city” in Huangpu harbor economic zone are put forward.
