Study On Contributive Ability Of Universitys Of Cstind Promoting Innovation Of National Defense Science And Technology

Innovation of science and technology is the essential demand for the development of the national defense science and technology. The universities which belong to the Commission of Science, Technology and Industry for National Defense (CSTIND) become the important part of basal research, advance research and fatal research of the national defense science and technology, with the training and transporting a lot of person with ability. Based on human resource theory, educational economy theory and defense industry economy theory, the paper analyzes the mechanism that the promoting ability of universities belongs to CSTIND with Innovation of science and technology of defense. According to the investigation of universities belongs to CSTIND, the paper construct a indicator system for the promoting ability of universities belongs to CSTIND with the analyze of the status quo and demands of Innovation of science and technology of defense, the paper also makes an quantitative analyses of the promoting ability of universities belongs to CSTIND. Based on the analyses, and with the result of quantitative analyses, the paper evaluate the major indicator of the promoting ability and bring forward the way to improve the promoting ability.The promoting ability of universities belongs to CSTIND is an integrative indicator which opinion score is a relatives of 26 idiographic indicator. The paper used the principal components method to avoid subjective evaluation. With the statistical data, it get the result that the first important factor is the ability of commercialization of research findings, the second important factor is the ability of training persons, the third important factor is the ability of innovative outputs and the last important factor is the ability of innovative research. Based on the status quo of the national defense science and technology, the result not only evaluate the promoting ability of universities belongs to CSTIND but also bring out countermeasures which will promote universities to make more contribution.
