Research On The Defense High-tech Industry Enterprises' Sustainable Innovation Ability

Defense technology stands for the level of national economy, science, military, culture's development. It is the intensive integration of the modern science technology and the latest achievements of basic industries. The research on the enterprise' innovation has become the hot spot since the 21st century. It will become the important direction of enterprise innovation and the sustainable development. Study on the defense high technology and the Defense High-tech Industry Enterprises' Sustainable Innovation Ability(DHIESIA) is significance to our defense high technology and industrial development, the defense development and the economic development.This paper revealed the proposition of "Research on the DHIESIA". First it expounded the related theories of sustainable innovation ability. Then the paper analyzed the present situation and questions existed in the DHIESIA. It examined the internal questions that the economic efficiency was low, the technical superiority was weak, the scientific research production management relations dislocated and the foreign exchange cooperation was not enough. Simultaneously it pointed out that the defense high-tech industry institutional questions and the financial system construction were exterior barriers. It also stated the system and process of the DHIESIA. The paper elaborated the factors which influented the DHIESIA and analyzed the operational mechanism based on the inside and outside factors. It chose the evaluation index of sustainable innovation ablity and established a model for DHIESIA using fuzzy integral appraisal.Finally the paper put forward the corresponding countermeasures according to the problems exists in the DHIESIA. To improves the DHIESIA, it proposed that enterprises should conduct internal construction and take the advatages of exterior resources.
