China’s social development enters a new stage during the 14 th Five Year Plan period. To achieve a high-quality development,we need to adhere to the systematic view, overall situation, overall planning and promotion, hope to improve the quality of higher education, the system and mechanism of technological innovation with the goal of speeding up the construction of a modern economic system.China’s higher education has entered the stage of popularization, but technological innovation is not enough to meet the requirements of high quality.Promoting the high-quality development of technological innovation with the high-level development of higher education and driving the high-quality development of economy with high-level technological innovation is a very effective way to accomplish the 14 th five year plan and the long-term goal of 2035.The imbalance of regional development is still a prominent problem in China. The differences in resource endowment and industrial structure among regions lead to different degrees of higher education, technological innovation and economic development, which all restrict economic development. With the spillover of knowledge and technology, education, innovation and industrial upgrading of surrounding provinces are driven, regional competitiveness is enhanced, and the connection between regions is closer. Some regions show spatial agglomeration.Starting from this background, this paper takes the higher education, technological innovation and economic development of 30 provinces in China(except Xizang)as the research object, and makes a comprehensive evaluation of the higher education, technological innovation and economic development from 2010 to 2019.And from the development status quo, spatial evolution pattern, spatial aggregation effect, internal relations and interaction and other issues of theoretical discussion and empirical analysis. The main marginal contribution of this paper is to construct a comprehensive evaluation index system of higher education, technological innovation and economic development at provincial level. The entropy-weight TOPSIS model is used to comprehensively evaluate higher education, technological innovation and economic development.PVAR model and spatial econometric model are constructed to analyze the dynamic and static interaction, causal logic, impact path, impact effect and spatial effect of the three factors.Through the above studies, the following conclusions can be drawn :(1)the evaluation results of the comprehensive evaluation index system and the entropy weight TOPSIS method measure can basically reflect the situation of higher education, scientific and technological innovation and economic development at the provincial level in China, and the overall comprehensive evaluation shows as economic development, higher education and technological innovation.(2)Higher education, scientific and technological innovation and economic development have significant correlation and endogenous causality, while the main factors affecting higher education, scientific and technological innovation and economic development come from their own inertia. The interaction of the three is complex and develops independently, without forming a good coordinated development and interaction relationship.(3)The spatial panel econometric model of time fixed effect can better reveal the spatial effects of higher education, scientific and technological innovation and economic development. At the provincial level, higher education, scientific and technological innovation and economic development have obvious spatial auto-correlation and local spatial aggregation effect.Increase the scale of capital investment in higher education and scientific and technological innovation, promote the transformation of higher education and scientific and technological innovation to economy, and promote the strengthening and coordination of regional exchanges, cooperation and resource sharing in higher education, scientific and technological innovation and economic development.
