Whenever we get contacted with certain enterprise, we will always be impressed by its special characteristics. This is the enterprise culture's charm. The enterprise culture was formed when culture get into and develops in certain enterprises. Enterprise culture is the combination of a series of ideas and way of doing things, taking shape in social practice in certain condition, recognized and followed by the staff, and it is indispensable to enterprise development as a kind of spiritual power.In the 21 century, when China has stepped into a new period of development, there is a new trend that the competition between two enterprises actually becomes the competition between two enterprise cultures. The enterprise values and the enterprise spirit developed in enterprise culture construction are the source power and the catalyst as the enterprise develops. And an outstanding enterprise culture will play a very important role in promoting the core competitive ability,accomplishing the sustainable development of the enterprise and enabling the enterprises to win in the competition. However, comparing with the enterprises in developed countries, the Chinese companies share some problems, such as the unclear values, lack of individuality in enterprise culture and little difference between the enterprise culture and ordinary culture activities, which lead to insufficient power for further development of enterprises in world-wide economic competition. Therefore, for enterprise culture construction, as one important part and parcel of the enterprise development, further discussion and research is needed.Ma steel has the famous spirit named: a flower of Jiangnan. The enterprise culture develops as the times advances. By collecting and reading a lot of books, documents and field survey, the article describes the corporate culture of Ma steel in the past and at present, and by doing in-depth survey and analyzing documents concerned, the author reveals the shortcoming in the Ma Steel culture, suggests an effective way of building its enterprise culture, and focuses his study on how to make Ma steel company a learning organization and the implementation of the project after the reform of the enterprise culture.Through studying and research, Ma Steel shows its maturity as large enterprises through the stringent rules and regulations and its good ability in building corporate culture. We learned from the experience of Ma Steel in regard of enterprise culturewhen doing the research. At the same time, we also noticed some concerns shared by state-owned enterprises, and hope they will give some effective inspiration for relative research.
