With the evolution of market and the acceleration of global economic integrity, those enterprise and regions of our nation have been facing with tremendous competitive pressure from home and abroad during the period of our nation's implementation of reform and opening-up. As new types of industrial organizations and regional developing patterns, industrial clusters have demonstrated huge vigor and played impetus functions in upgrading the regional competitive capability and promoting regional economy. There is fine promotion mutual relationship between industrial clusters and regional economic development. Industrial clusters is effective to impel regional development, and in turn good regional developing environment greatly promotes the industrial cluster to expand and become stronger and stronger. Many places located in the east of our country such as Jiangsu, Zhejiang, Guangdong province have demonstrated obvious economical superiority with the help of kinds of industrial clusters. Presently, our country has entered the stage that industrial cluster closely related to regional development.Under the background of globalization, along with the intensive competition, as well as more and more advanced and universal production technology , those industrial clusters which once brought prosperity to the places is going to gradually lose its competitive advantage, and the regional economy is tend to stagnate and even decline. All of these have made the industrial clusters upgrading become inevitable. Because under the background of globalization , it's impossible for any district to develop in the isolation surroundings .So the only way to strengthen clusters competitive advantage and promote the sustainable development of regional economy is through industrial clusters promotion to effectively insert into the global value chain and take part in the globalization division cooperation.In order to deepen clusters research and enrich the regional economy development theories, the paper has illustrated the relating mechanism between industrial clusters and regional economic development and the upgrading of the industrial clusters. The paper is composed of introduction and text. The introduction has illustrated the paper's theoretical and realistic background, as well as the research significance, and then briefly introduced its main content, structure arrangement and innovation.Four chapters have been included in the text .Firstly make an overall introduction and remark on the theories of industrial clusters and regional economy development. The second chapter has separately illustrated the initial conditions which are essential for the formation of clusters and the power mechanism. It plays a foundational role in the text. The third chapter has analyzed the relating mechanism of industrial clusters and regional economic development from the following three aspects: the industrialization, the urbanization and the regional competitive capability on the basis of the introduction of industrial clusters superiority. In the forth chapter after analyzing the necessity of industrial clusters promotion, the author has illustrated the way to promote the industrial clusters on the point of the global value chain and also proposed certain policies about how to promote the clusters developing and realize regional sustainable development.
