The Research On The Contribution Of Human Capital To The Economic Growth In Inner Mongolia Autonomy Region

The economic growth is a complicated economic and social phenomenon. So, There are many factors to influence it. The theory study and practice experience of countries inside and outside show that the human capital is important impetus of economic growth,and play a great important role in the economic growth process.Sincel978,with the development of reform and opening in our country,the economic growth of Inner Mongolia autonomy region has been on a continuous and speedy new development phase,especially in recent years, its economic growth speed is prominent. Which factors brought the prominent ecomomic growth ? What role human capital play in its economic growth?The article is based on the human capital endogenous economic growth theory of Romer and Lucas, choosing Sollow model,efficiency- work model and human capital outside model measure the contribution of every factor, and analyse the relevant data of GDP,substance capital,human capital and so on in Inner Mongolia autonomy region from 1978 to 2004 by means of regression. The results of regression analyse indicate: in the period of years 1978-2004,the rapid development of Inner Mongolia autonomy region are promoted by substance capital high investment mainly, the contribution of Inner Mongolia autonomy region is low in some key comprehensive factor, Such as Inner Mongolia autonomy region's human capital and technology etc. The high-speed development is at the cost of the resources consumed excessively and the environment destroyed increasingly. At the same time, the excess growth way is a kind of low output and high investment model, and It's a shackle to lasting out, steady-going economic development. The human capital is regarded as the most active and positive factor in production, undoubtedly should occupy more and more important position in the economic growth, yet the result of demonstration study is not the case. There are some reasons to explain the results . the main reasons include the low level of education investment in Inner Mongolia ,the irrational investment collocation and the factors of policy,system. Aim at the above-mentioned reasons ,we provide some methods to improve the investment efficiency in Inner Mongolia autonomy region: increasing the educational investments, optimizing the investment structure and establishing the policy,system environment in order to make human capital investment operation better.
