With the rapid development of modern science, technology and speeding of world-wide urbanization, modernized cities have turned to the centre of political, economic and cultural activities of human society, and urbanization an international trend. Currently, China boasts a level of urbanization seriously falling behind that of its economic and industrialization development, and also few central cities playing a leading role in the world economic competition. Be one of important factor in the city development, it's essential to research the government's function. The intention of government's functions is to manage the public system and safe by supply all kinds of infrastructure and public service in order to fulfill citizens' demands. Under old system, our government's function excesses what it should be, that lead to offside and default. With the spread of urbanization and public finance theory, our government began to pay attention to urban especially the local government. As the centre of economy, politics and culture, facing to Olympic holding, how to maneuver territorial finance resource to accelerate the development of city is the key point for Beijing.First of all, this study introduces the background, process and meaning of urban, then point out it would affect city's rivalrousness. In China, we must pay attention to city's fiance in order to accelerate urbanization. In second part, there is overall introduction about city's development and show the reason, range and related function. In this part, there are an analyst about our country's cities operated by SPSS and a compare between China and other countries. In the last part, there are some policy suggestions for state and Beijing. For Beijing urban, there are the suggestions: break the old local protection view point and draw on more nongovernmental support.
