Houses are a kind of basic means for subsistence of the inhabitants of a country. The housing issue is not only an economic issue related to people's living, but also a social problem that is connected both with the quality of life and harmony and stability of a society. In recent years, with problems on the housing security system and fast rising of housing price, urban low-income groups have been confronted with more and more housing difficulties.In this paper, the author first probes the quasi-public goods property of houses, analyses the essence and the necessity of housing security for low-income groups. Then defines the responsibility and position of public finance on the area of housing security, comes to the conclusion that public finance should pay more attention to the equity of society and play a greater role for the housing security of urban low-income groups, on the condition of market failure. And explores financial means of its relevant policies.Secondly, the author reviews the history of China's housing security system, makes an objective analysis of the dilemma for urban low-income people encountered in recent years caused by fast rising housing price. Then combined with the impact of low-rent housing system,housing provident fund system,economic housing system to low-income housing groups, the author discusses problems and shortcomings of the three systems for the housing security to low-income groups.Finally, against the existing problems of the housing security system, by using his special knowledge on social security,the author makes four policies proposals from the perspective of public finance, that includes making financial efforts to support low-rent housing system and so on, in order to better safeguard the living conditions of urban low-income people and help to realize the goal of a harmonious society that is "everyone can be well housing".
