A Study On Incentive Mechanism Of Peasants The Collective Forest Region In South China

The collective forest areas in south China which is in charge of about 1/3 production task of timber-forest is the production base of commodity grain and cotton and is one of the most important production base of timber forest. In comparison of the other forest region, the collective forest region in south China which is different in socio-economic background displays diversity in forest management system and management administration. Forestry is the most important part of the local agroecosystems and the system of factory agriculture. Under the new situation, the new management mechanism should be established for forest development. The essential factor that can incentive peasants to participate the management and production of forest is the most positive factor.The study analysis the factors that effect on the enthusiasm of peasants in operating forest resource: Forestry is in an inferior position in the competition of market due to the character of forest; Exact external feature of forestry which isn't reflected in national accounts The externality economic effect isn't sufficiently considered by examining the price of related products, so the investment orientation of the peasants is favor of the other industry, the enthusiasm of peasants is low; In addition, because the nation's macro forest policies is unstable, which lead to manager's right without the law protection, forest tax still high and fund shortage.In the article, we pointed out that in order to coordinate forestry social public welfare function and the personal production benefit relations under the market economy system, we should through more benefit induction instead of benefit limit. We should establish the incentive mechanism and constraint mechanism of peasants which is suit for the economy development of the collective forest region in south China.We point that the incentive mechanism which can promote the development of the southern collective forest is needed the economic policy, administrative policy, education policy, and legal protection, leading the forestry enterprise and peasants participate in forestry development actively.At the last part of the article, we establish the constraint mechanism which is suit for the incentive mechanism, and formulate relevant policies and offer the decision-making for the government in relevant policy and macro planning.
