The central region of China consists of Shanxi, Henan, Anhui, Hubei, Hunan, Jiangxi, six provinces. This year is the initial phase to implement development strategies of central region, and actually, there are highlights the contradictions between ecology and economy of the central region. Under this kind situation, at first, by apply the model of Ecological Footprint, this paper measured the ecological situation of six provinces of the central region. Secondly, according to the statistical data, it contrasts the index of Eco-economic between the six provinces, analyses to their ecological situation and the characteristic of economic development capacity. Therefore, verified with theoretical level the development strategies of central region are scientific. Finally, this paper bases on the development strategies of central region to construct Game Model about implement development strategies of central region. Under the results of Game Model, this paper proposed the incentive and restraint mechanisms about the Eco-economic development of the central region.Through analysis of Ecological Footprint and Game Model, the paper obtains the following conclusion:(1)The development state of ecological system in Central China is not optimistic. It is reflected not only in the total amount of ecological deficit of each province, but also in structural changes on the ecological footprint of each province. The level of ecological deficit increased year by year. Per capita deficit degrees of each province are varying from 1.53 hm2/cap to 3.9 hm2/cap until 2009. In the ecological footprint structure, the growth rate with energy ecological footprint is too fast is generally existed in the six provinces. However, ecological carrying capacity with Henan, Hubei, Hunan and Jiangxi provinces is still high. On the whole, there are necessities and advantages to develop ecological economy in the Central China.(2)Through the analysis of the correlation between the indexes of per capita GDP, ecological footprint, ecological carrying capacity, ecological footprint per 10000 yuan GDP and local economic development capacity, we concluded that the following main countermeasures which will promote the local ecological and economic development:vigorously developing the economy, increase investment in science and technology to improve the use efficiency of ecological resource, optimize the industrial structure and enhance economic development diversification, promote consumption diversification and optimize the structure of land use.(3) On the background of the six provinces in Central China had proposed their own development strategies, we build a game model between the six provinces with eco-economic development. The conclusion is that if we wanted their own development strategies to be their equilibrium selections, we are necessary to increase economic profit after the strategic transformation; reduce the economic costs of industry; reduce the ecological control cost of industry; minimize the impact of pressure from other provinces. And then, we provided incentive and restraint mechanisms of eco-economic development in the sc provinces of Central China which including consecutive symbiosis, matching investment, encouragement innovation, ecological control, productivity reform, policies communications and government Supervision, etc.
