HR management that transforms labor power, this resource, into source of creating value by means of HR planning, training, performance assessment, encouraging etc, can improve competitive advantage of enterprise. But performance assessment is key link. There are two factors attribute to explain this. On the one hand, performance assessment can accord goal of employee with goal of company and develop potential capacity of employee to the utmost. On the other hand, using of performance assessment result can improve organization performance and create more value by improving employee performance. However, what problems are in Chinese present performance assessment field? When enterprises choice performance assessment methods, which factors will affect enterprise to choice suitable performance assessment methods for itself? This issue analyzes present performance assessment problem, reviews its theoretical foundation and developmental process, expounds its definition, procedure, significance, function, and principle, introduces behavior-orientated ,result- orientated and other type performance assessment methods, point advantage and disadvantage of these methods and explain their appropriate circumstance, discusses different performance assessment methods how to affect HR management. I hope to help business to get maximal utility in HR management practical field by using different performance assessment methods. Meanwhile, by study a enterprise example (mengniu Ltd. ), this article introduces content of OEC, a management model, underlines especially content of performance assessment in OEC, emphasizes pragmatic solution to the problem that the task of management post can not be quantified. Furthermore, this paper analyses if management model of OEC is fit to Chinese business characteristic and if it can resolve existent problem in performance field and draw a conclusion that whether OEC can popularize in Chinese enterprise.
