Application Research Of PPP Mode In Rural Transportation Infrastructure Construction

In 2015,the application of PPP model in the transportation infrastructure construction is determined in the document of JZYF [2015] No.26 called The Notice on Publishing and Issuing the Pilot of Fully Deepening the Transportation Reform Pilot issued by the Ministry of Transport of China and the pilot program No.4 of The Pilot Program of the Government and Social Capital Cooperation Mode Etc.on Transportation Infrastructure.The PPP government-enterprise cooperation model implements the projects and provides the public service by virtue of the innovation capability,capital and management experience of the enterprise and integrating the advantages of the government department and private enterprises,which has gradually become the prioritized option.Therefore,in order to accelerate the transition of the government functions and solve the local financial difficulties,County A of Sichuan province introduces the investment and construction enterprise with strength and accelerates the construction of the transportation infrastructure in rural areas.This article makes the specific analysis to the PPP model of the transportation infrastructure construction by applying some related theories as well as combining with the enlightenment and experience of the PPP model in foreign countries.The research on the transportation infrastructure construction with the PPP model relieves the pressure of the public financial expenditure and promotes the transition of the government functions.Certainly,there are still a lot of problems in the application of the PPP model,such as the PPP project facing the difficulties in determining and attracting the social capital,the limitation of project risk factor and government supervision.The countermeasures such as making the check of project more strictly,perfecting the interest allocation,strengthening the risk management and perfecting the local government supervision are put forward by learning the foreign experience and making the discussion so as to solve the limitation factor of government providing the public service and make the application of the PPP model get the continuous development and perfection in the infrastructure construction.
