Since China's reform and opening-up to the outside world, the Central Government, around the problems of facing agriculture, rural areas and farmers, issued a series of important measures including several plenary session documents and ten"first files". The historical development of urban and rural co-ordination process has been accelerated around which the interests of the farmers are protected, the democratic rights of farms are respected and the social productivity is developed. On October 9, 2008, the Party's 17th session of the Third Plenary Meeting was held in Beijing in which the development of China's rural reformation are discussed.In order to construct new rural society,we must reconstruct the rural community basic public service system. However, the current system of public services in rural communities still exists many problems which leads to the lower-level of public services and impedes the social and ecomonic development and the improvement of the farmers'life quality. Therefore, it appears to be more important to reconstruct the public service system in rural communities.This thesis chooses Y county, L city, as a survey point and analyzes the history and current status of its'public services in rural communities. In order to enrich the path model of the construction of rural communities in ShanXi Province as well as the nationwide, this thesis observes its'achievements in the way of"macro background, microcosm"which not only provides a model for other rural communities, but also gives a theoretical and practical basis for reference to the construction of relevant policies.Based on Social Stratification Theory and Social Integration Theory, this thesis mainly uses the methods of questionnaire survey and case study, complemented by literature analysis, i.e. Y County, according to the analysis of existing statistical data. The whole process is carried out at the point of putting the rural public service system in Y County into the overall framework of the county to emphasis its'typical.There are six chapters. Chapter One is the introduction including the background of rural public service system, basic definations, literature review at home and abroad, research methods and so on. Chapter Two is the therotical background. Chapter Three analyzes the rural public service system in Y County. Chapter Four gives a theoretical analysis of the achievements of Y County. Chapter Five summarizes and analyzes the existing problems of rural public service system in Y County. The last chapter is the innovation model of Y County's rural public service system.
