Study On The Supply Of Public Goods In Rural Areas In The New Rural Construction

China is a large agricultural country, in which peasants make up large proportion. China gathered a lot of money from rural and peasants to develop industries and cities in the early days of built.And the problem of urban-rural dual structure is gradually forming. In recent years, the gap between city and rural become much larger and issues concerning agriculture, countryside and farmers is more serious than before, which affected the step to develop modernization and build prosperous, harmonious society. Entering in the new century, Central Government proposed the planning of the new rural construction to solve the problems which presence in rural, let the fruits of reforming spread more farmers. As one of the factors related with the development of rural, peasant, agriculture, the supplies of rural public goods becomes the most important historical mission during the period of new rural construction But there are many problems about the supplies of rural public goods at present, and hindered the progress of rural. So it is beneficial of theory and practice to deeply study the present situation on the provisions of rural public goods and to look for the way to improve it.Directed by dialectic and materialistic creed and historic and materialistic creed, and makes use of method of criterion and demonstration, method of comparison, and method of analyzing cases, this thesis tries to analyze systematically the problems existing in the supplies of rural public goods. The main content of this paper includes six parts.The first part includes the offering of questions, the summarizing of the present research, the method of researching, the structure of the paper, the main creation.The second part defined some concepts related suppling of rural public goods, and described some theorys including the theory of fiscal decentralization, public choice theory, new public management theory. Also models of suppling rural public goods were introduced and analyzed.The third part investigated the supply of public goods in rural areas of Jining City status in an empirical perspective, described the supply of some kinds of public goods, analyzed the effects of public goods supply in rural areas of Jining City, pointed the problems of the current supply of public goods in rural areas, and explaned the reason from many perspectives.The forth part reviews some experiences of provisions of rural public goods in the developing and developed countries, including United States, Japan, India, and summaries the good experiences in order to benefit for Jining city.The fifth part proposed recommendations to improve the supply of rural public goods. Some principles of the supply of rural public goods are established. Based on actual situation in Jining city, recommendations are proposed.The sixth part summaries of the contents and prospectes future researches.
