Study On The TPL Operation Mode Of The Railroad Freight Yard

The railway transportation is the main force of the comprehensive transport network, and is undertaking the main duty of transportation service in the national economy's development. The railway hasn't been able to satisfy the need of customers as the sole transportation product supplier in the time of supply chain, Logistics Outsourcing and Process Re-engineering. Facing to the social economy development's demand and the competition from international and domestic, the railroad enterprise must have to change the management system and the management way strategic. This is the challenge, also is the opportunity.After some projects such as "Separating the Railway Infrastructures from Operations", "Uniting the Railway Infrastructures from Operations, region competition", Ministry of Railway proposed the strategy of great-leap-forward development, and established basic reforming project as "the host and auxiliary separation", "re-organized according to modern corporate system and assign redundant civil servants to other jobs", and confirmed the orientation of the railroad reform. How does the railroad freight yard adapt the market economy challenge and develop to the modern logistics industry actively? It is a research topic which is needed to solve urgently.The developed countries from European and American reformed railroad's system as early as 21 centuries 70's, the theory and the practice of the railroad's development on logistics service are more mature. This article selected three countries to analyze, Germany, Japan, Canada, whose railroad logistics are quite developed. It has certain significance to our country railroad freight yard's development on logistics.This paper elaborated several kinds of typical operation modes and their characteristic of Third Party Logistics (TPL), and expatiate the TPL operation mode of railroad freight yard through the SWOT analysis. According to the analysis of the environment and the characteristic, discussed about the development of modern logistics service of railroad freight yard .Through the railroad freight yard case analysis, discussed the railroad freight yard function localization and the service operation mode. Hoping to give certain function to example how the railroad freight yards establish the operation mode when they develop logistics service through the research.
