After developing for many years, TPL enterprises have taken shape. The same as any enterprises in other industry, it emerges low efficiency, high costs and no matches on economic scale. These questions indicate the management of enterprises have emerged bottleneck situation, which need enterprises to improve the existing management or through new management methods to change this situation.In this paper, author use Balanced Scorecard, an advanced performance management tools, in freight operation in TPL enterprises. After evaluate the former indictor system, the key factor which would affect the effectiveness is the existence problem in freight operation. Then, to analyze the root causes for this problem. At last, get the corresponding measures to improve enterprises efficiency and effectiveness. The main studies for this task are:1. On basis of researching and analyzing TPL enterprises, sort out that the freight operation in TPL enterprise, whether in financial aspect or in customer's poin.2. To introduce the significance for enterprises by using Balanced Scorecard: Balanced Scorecard evaluates the performance in enterprises from customer, internal business processes, learning and development and financial aspects, to link the long-term strategic objectives and the short-term financial target; introduce the composition of the Balanced Scorecard, the four-dimensional and their corresponding indicator systems.3. To do further exploration how to use Balanced Scorecard in TPL enterprises, an strategic plan for performance evaluation of freight operation has been designed which based on four-dimensional relationship. Build the Balanced Scorecard for freight operation of TPL enterprises by using a company as an example. Put forward seven steps to implement the Balanced Scorecard.4. In view of Balanced Scorecard has been used in domestic logistics enterprises scarcely; author selected Ningbo JX Logistics Ltd. which ranks among ten logistics enterprises in Ningbo. Firstly, test its efficiency of freight operation; then, analyze its current performance evaluation system; at last, to verify the performance evaluation in actual freight operation by using Balanced Scorecard. The results show that the Balanced Scorecard could monitor the problems which emerge in freight operation effectively. Then, responses to these questions propose a solution respectively in tools, processes and management these three aspects.5. In the process of studying this subject and verifying by examples, I found that the Balanced Scorecard to ignore the existence of market and supplier's defects. It also exist some drawbacks of ex post facto control. Therefore, the framework and control methods were amended, and laid the foundation for expanding application the Balanced Scorecard.By using Balanced Scorecard in TPL enterprises to set a new evaluation indictor system could be widely used in the management of small and medium-sized logistics enterprises. It could not only enable the measure of indicators become more reasonable and scientific, but can also enable the enterprises could find the deficiencies at any time and take measures to control the matter immediately. Changing the control direction from ex post facto control to ongoing control or happening before, to achieve the considerable economic benefits for enterprises.
