In recent years, with the rapid development of the national economy, the adjustment of the economic structure, the characteristics of the goods gradually changed, which caused the change of the market demand, and made the railway lost its original advantage in the freight transportation. In order to change the trend of the continued decline of railway freight volume, we need to make the railway to fully participate in the modern logistics industry competition, and need to promote the transition to a modern logistics of railway freight quickly, make it better to participate in the market competition. Then, give full play to the railway which play a key role in the comprehensive transportation system. This makes the logistics reform of railway freight yard, to the modern railway logistics center transformation has become a necessity.This article is for the purpose of study the railway freight yard to railway logistics center in the transformation of function area layout method. Through the analysis of the railway freight yard development, transition necessary, railway logistics center overview, this paper makes a work is as follows:Firstly, the railway freight yard logistics center transformation requires what conditions, what principle should be based on while the process of transition, what kind of way does we use to realize the transition, how to arranged the railway line, how to carry out the logistics transformation etc.Secondly, the application of improved SLP method for railway freight yard to the railway logistics center transformation function area layout is studied. In the assumptions of the model, because of the different kinds of goods often need to share loading and unloading handling facilities and equipment, operation area for centralized management unified management, the impact on the environment factors, so in the planning of different types of cargo operation area are arranged together, view the cargo area as a whole, and with other functional areas layout together; In the construction of mathematical model of layout of functional areas, set up handling the minimum cost and the comprehensive relation maximum two objective functions and several constraint conditions; In the genetic algorithm, structure of chromosome, selection, crossover and mutation, and the decoding method is designed.Finally, based on the analysis of current situation and demand of a yard, combined with railway freight yard transition to the railway logistics center transformation principles, conditions, mode, arrangement form, process analysis and others, makes the orientation functional area of a yard, and the study comes to the conclusion that the mathematical model and design the algorithm to transition to the railway logistics center of a yard layout planning, the feasibility of the method is validated.
