Research On The Adaptability Of PPP Model In The Construction Of Public Works In Small Cities

With the change of the central government to guide the implementation of public works construction mode of local governments in China, since 2013 the country began to widely PPP mode. The local government and the small city mostly due to a single industrial structure, imperfect, lack of pillar industry, slow development of social economy, combined with the local debt problem, land finance uncertainty and sustainability, led directly to government departments can be used for public construction funds is extremely limited. Only rely on the financial investment of government departments, is unable to meet the demand of the public.In this paper, some understanding of the construction and management of public project PPP mode current situation of organization and implementation in the small city of our country based on a small city in the implementation process of city planning and construction of public works as the main research object, on the implementation of PPP model in small city public works construction management problems and solutions are explored to investigate, PPP mode in most small city domestic public project management adaptability. Including the PPP model how to smooth landing in a small city, let PPP adapt to the specific environment of small city and small city, how to combine their own conditions to adapt to the basic requirements of PPP mode.This article from each other on both sides of the basic requirements to adaptability, a study of PPP model, on the other hand, combined with the characteristics of small city public construction itself, to explore the small city and the PPP mode of mutual adaptation condition.
