The Business Association's Social Function And The Double Independent Status Studies

As China has achieved establishing Socialist economy system, the model of managing enterprises gradually turns to business management from government management, and business associations are growing rapidly in our country. However, the business associations that function effectively in those countries where market economy is developed haven't fulfilled their abdicative function in our country. As such a folk and automatic rhythmicity organization that combines self-management and services with self-restraint and coordination, modern business association is the inevitable product of developing market economy. To enhance independence of business association and to full display business associations' social function is not only an important step to establish perfect modern market economy but also an essential part to transform governments' functions and reform the administrative system. Hence the reform and development of business association is just at the point of combining the reform of economy with that of administration. This subject needs the practical government and theorists launch the research together cautionally.This thesis, from the angle of connecting theory with practice, based on the reality that how business associations fulfill their social functions, about the problem that business associations are confronted to the inadequacy of independence in their process of developing, have researched and studied the basic outlet, realization way and concrete measures of constructing the role of business associations in the age of transforming economy .with the purpose to provide useful inspiration and reference to government in the aspect of promoting, cultivating and supporting business associations to grow.This thesis , in a systematic way and using proxy theory, analysis the origin that our current business associations' function is the dual tax power process of government and enterprises, puts forward the micro role business association should play, and fatherly elaborates the social functions that business associations own macroscopically. This thesis draws the conclusion that business associations lack of developed independence by analyzing the situation and reasons that business associations fulfill their social functions. And on the basis of this, this thesis puts forward to establish the double independent status of business associations, and proposes the path and developing thought how the double independent status of business association realize. This essay have studied and analyzed considerable vital questions that business associations meet, suggested to enhance business associations grow from the angle of constructing functions and independence emphasisly,stressed to simplify the relationship between government , business associations and enterprises, realized the goal of mutual development finally and fulfilled business associations' social functions gradually. No matter the problem is to enhance business associations construct, or to reform governmental management system, or to build structure of governing and management system under market economy system ,it has practical enlightmental function and guiding sense .
