Research On Project Governance Process Architecture Of R&D Items Invested By Government

Project management has been a research area which people take into more consideration since 1940's, however, the rate of projects failure still stays at a high level. This fact does not only give troubles to company but also let the project management researcher embarrassed. Project manager is the core of project management; however, a large number of problems which caused projects failure cannot be solved at the level of project managers. It is the hypothesis that makes the research far away form practice in project management area. Based on these problems, this paper choose the research and development project (simplified by'R&D project') invested by the government as the research object, and then provide ideas for resolving project problems which cannot be resoved by project manager.This paper contains four parts:Part one is Chapter 1. In this part, level of the development and problems in project development are analyzed, objective and significance of this paper are stated, that is resolving the problem of high rate of project failure from project governance aspect. Project success depends on the comprehensive project stakeholders taking responsibility for finishing tasks, and then the goal of project can be achieved. According to literature of project governance, the research should start from the study of process architecture in project governance.Part two which contains Chapter 2, Chapter 3 and 4 is the main area of this paper. The study is done by four aspect: The first one is research of process architecture, in this part, the academic foundation are reviewed, and then the paper state some hypothesis; The second one is develop this architecture through comprehensive investigation and abstraction. The study take some cases which are all successful R&D projects invested by the government. Through anatomy of these cases, abstraction and confirmation could proceed; the third one is started by the construction of process framework, which is formed by dividing phases in project life-cycle and setting processes, tasks, and artifact. Based on the framework, the process architecture could be realized through encapsulation and description of these processes and activities in virtue of software component principle and method in Software Engineering field; The fourth one analyses the configuration principle in implementing this process architecture in virtue of Forward Engineering in Software Engineering and then make the architecture fit for special project. This part is the main one in the paper. Part three is Chapter 5. This part takes a practically project as the case. The process pointed out by the paper is evaluated so as to confirm the scientific attribute and significance.Part four has summarized the total paper and has pointed out the innovation and the weak point of this paper.
