Research On Responsibility Investigation Methods In Non-profit Government Investment Project

Non-profit Government Investment Project (NGIP) is the public project based on social functions, public needs and people’s welfare. The "Agent construction system" in NGIP can effectively improve the management level and investment benefits of government investment project, which also has important economic and social significance in function transition of the government. Due to the development of the agent construction system has not yet mature, the position and function of the construction agent in NGIP is not quite clear. When facing problems, the involved parties’responsibility is not easy to distinguish. So under the background of NGIP, this paper discusses the methods to solve the responsibility investigation problem.This article systematically collected and organized the literature of government investment project, agent construction system and responsibility investigation at home and abroad, and summarized three modes of responsibility investigation. According to the size of investigated range, responsibility investigation modes can be divided into the project milestone mode, the project construction phase mode and project total goal mode. In project milestone mode, the analytic hierarchy process is chosen to determine the responsible party. In project construction phase mode, the social network analysis method is chosen to determine the responsible party through the network diagram and the relationship between matrix. Under the mode of project total objectives, on the basis of five goals of project management (quality goal, cost goal, progress goal, safety goal and environmental goal), the method of project post-evaluation is chosen to determine the responsible party. Through the three methods of responsibility, the responsibility investigation in NGIP could accomplish.This study has established three different modes of non-profit government investment project responsibility investigation. According to the characteristics of the three modes, three methods are specifically chosen to solve the responsibility investigation problem, which provide a theoretical and methodological reference to NGIP responsibility assigning mechanism.
