A lot of trade associations in a wide economic areas appear as the competition in national and international areas gets more and more intense. The trade associations play a more and more important role in standardizing market behaviors, carrying on government functions and solving trade disputes. However, the development of the trade associations faces much severe problems, especially in undeveloped regions, the trade associations develop and exert little functions. All these problems should be researched theoretically and be solved practically. Because of late starting, most research on the trade associations in China is about developed regions, little research is about undeveloped ones, let alone the trade associations' environment.The paper first clarifies its goal, methods and viewpoint, defines related concepts and summarizes the research on the trade associations. Next introduces the native and foreign background of the trade associations development, and the relationship between government, enterprise, society and the trade associations, and along with the sorts of the trade associations development. Afterwards analyzes the key environmental factors of the trade associations and the environment construction problems. Then inquires and summarizes the environment problems of the trade associations development of Binzhou City. Literature, inquiry, quantitative analysis and history methods are used in the paper.The paper fills up the vacancy in the trade associations research, and also has substantial innovation in theory and practice. Firstly the research is about not only the trade associations but also the actual need of constructing a harmonious socialist society and making regions equally develop. Secondly a conclusion is reached through quantitative analysis that the maturity level of market, not the economic level of regions, is the key factor of the trade associations environment. Thirdly policy is found to be the main factor that influences the trade associations development in undeveloped regions through analysis on the policy, the statistic data of the trade associations' increase and decrease in the last 20 years. Fourthly management mechanism is regarded as important as policy and economics which can not ensure the trade associations development. Finally through synthetically analyzing all environmental factors, the environment is considered to be the most important factor, based on this, some suggestions on policy optimization, private economy promotion, management mechanism innovation and association core culture cultivation are given.
