On The Role Of Trade Association In The Import And Export Trade Security

In recent years, with the rapid development of our economy and the acceleratedpace of market opening, trade barriers against Chinese export products get more andmore, in the meantime industry associations in responding to anti-dumping andcountervailing problems are also increasingly exposed and caused widespread concernin the community. Our trade association is the main force of maintaining the securityof trade barriers, import and export trade. Accurate analysis the industry associationsplay an important role in import and export trade, which is not only fully realizationof its functions and also improve our trade barriers to get a better position and the keyto success in the future.This paper summarizes the experience and lessons of the “dual protection”litigation from industry association of Wenzhou international trade barriers. Byeffectively organized enterprises to respondent, it maintains a good export order,improves the construction of internal staff, strengthens the communication withforeign import associations, and the associations play an important role incommunicating with the outside world. Case shows that, to be successful inresponding to anti-dumping and countervailing, industry trade associations shouldestablish an early warning mechanism, the internal cohesion of association betweenenterprises, cultivate more outstanding professionals, improve service functions, seekthe support from government departments and keep good interaction with foreignindustry associations. At present, industry associations in China are still having a lotof problems. On the one hand, it is lack of industry legitimacy, unclear on legal status,not timely organized company to respondent, not many enterprises involved in.Therefore, it is hardly to assist enterprises to solve the problem of international tradefriction. On the other hand, it is lack of professionals with less capital investment,which cannot establish an effective early warning mechanism of trade disputes. Froma legal perspective of view, we propose how to strengthen the organizational levelsecurity import and export trade industry associations in industry associations. Fromthe macro level, the government should actively guide that should graduallydecentralization of the industry association in order to improve the legal status ofindustry associations. For the organizational perspective, industry society shouldstrengthen their internal team building, improve the early warning system and industry information collection system, develop guiding Catalogue of Industrialmonitoring, strengthen self-discipline, to participate in and help enterprises toestablish early warning systems, such as anti-dumping and countervailing guidancerecommendations.Conclusion showed that actively building industry associations can increase thechances of success in responding to the international trade barriers. Wenzhou is thecity of having the most import and export trade in China, the construction andfunction of industry association is far ahead than others which play a leading role.However, big gap and problem are existed compared with domestic and foreignindustry association. We actively learn advanced experience of Wenzhou industryassociations, and also must manage it based on the characteristics of their own regionsand industries. It accelerates the transformation of government functions so that theindustry has a greater independence of association, which plays an important role inthe international response to the mainstay of trade barriers, protect the interests ofenterprises.
