Not only for the needs of establishment of modern corporation system and consummation of corporate management, but also for the need of development of human resource, how to build up an efficient motivating mechanism for the middle and high administrators become an important and urgent task. As many state-owned enterprises have transformed, how to design the motivating mechanism in organization need to study. The article expounded how to establish a motivating mechanism for the middle and high administrators so as to promote the manager to develop the firm efficiently and also protect the rights of investor.JW Corporation, has reformed recently, is a medium-sized corporation which produces automobile accessories. Its human resources management, especially the motivating mechanism of middle and high administrators, need to consummate urgently. Under the instruction of motivating theory, the author reviewed the company's status quo, and tried to construct a compatible motivating mechanism for the managers, which suits the corporation's situation as well as the market economy environment. Began with the theory section, the article explained the objective and method of the research, elaborated the related motivating theories and analyzed the characteristic of managers' demand. Then the author designed a questionnaire about performance and salary and carried it on in all managers and some employees. Through analyzing the investigation and talk's result, the author pointed out the problems in material motivation (mainly salary) and nonmaterial motivation of the company. Based of all the above, the author gave his solution about the middle and high administrators' motivation mechanism. The solution divided the motivating mechanism into material and nonmaterial motivation system and focused on short-term material motivation. It was a more stable and incentive salary system which used advanced broad banding salary theory and salary basing post and working time system. Although the system was designed for middle and high administrators, simultaneously it gave attention to all members of functional department. The article described the method of research, the principle of the design, the process as well as detailed solution. The long-term motivation plan included equity-based incentive and supplementary retirement benefit program. In nonmaterial motivation part, the author discussed some implementing ways, such as enterprise culture, good working condition, administrator's communication, training system, individual motivation and so on, so as to provide reference to the corporation's systemic design. Finally, the author discussed the restrained mechanism. This research can help arouse the manager's enthusiasm, go-aheadism and creativity through motivation, promote the JW Co's human resources management, and realize canonical and scientific development. Meanwhile, this research can give some reference to other enterprise at the same situation.
