With China's economy entering the new normal,many traditional equipment manufacturing industries are facing with new challenges and promoting the transformation and upgrading of products to intelligent manufacturing under the policy guidance of the "2025 Plan" in China.DK,is a Small and medium-sized manufacturing enterprise,listed on the GEM;however,its turnover has continued to decline for nearly three years;its profits are falling step by step;and severely lose in middle administrators.The middle administrators are the bridge and link of one enterprise,which play an essential role for the orderly and healthy development for enterprise.One the upgrade way of a company—from manufacturing to intelligence—there are qualitative differences on both the talent demand and traditional manufacture.Urgently need to improve the Performance Management System for the middle administrators for adapting new development of a company,enhancing the run off of the middle administrators,and boosting the profitability of an enterprise.Basing on the analyzing of DK's business status,middle management structure,and performance management system of middle administrator,this article shows that the company has faced many problems,such as continued falling revenue,staff retention of middle management,and so on.In order to further grasp the accuracy information,the author conducted empirical investigation through questionnaire and interview.Hence,five essential disadvantages are discovered:a.the crucial performance indexes do not closely connect with company's strategies;b.the middle administration capacity cannot be evaluated without the KPI(Management Ability);c.lacking of the performance assistance and feedback;d.setting an excessive index of examination;e.The result of performance examination is not popularized and applied.Author improved the performance examination index,the performance implementations and performance applying combined with the BSC and KPI for improving its index system based upon documentary research and the actual situation of DK.The essential performance index refined based upon the balance score card is suitable for the performance management of the middle administrator in DK;as well,it is worth to reference by the same industry's enterprises.Of course,with continuous developments and new problems of DK,it is necessary to constantly research and adjust the Performance Management System to adequate the demands of the enterprises.
