Strategy On Industrialization Development Of Tobacco In Guangxi

The production of tobacco leaf is the basis for development of tobacco industry. With the dual pressures caused by World Trade Organization (WTO) and World Health Organization (WHO), further enhancement of competition in the world market is a base stone for the survival and development of tobacco industry in China, while the sustainable development of tobacco and improvement of tobacco leaf in quality and safety is should be placed into priority for considering the strategies of promoting tobacco production.At present, tobacco planting has been considered as an advantage industry in Guangxi agriculture. Promotion of tobacco leaf production locally is beneficial to increasing of farmer's income, financial tax of national and local governments, profit of relevant industries, and also important for providing more chances of employment, maintaining social stability and stimulating local economy.In this paper, on basis of reviewing on theory and practice in tobacco leaf production industrialization conducted in China and abroad, the favorable conditions and limiting factors in developing leaf production industrialization in Guangxi was analyzed, and the measurements of productive techniques, management and policy for enhancing leaf production industrialization in Guangxi were also proposed. The main conclusions are as follows:(1) The climatic conditions, water and land resource status, and soil fertility in Guangxi are basically suitable for production of high quality tobacco. Moreover, there is a large market potential for tobacco production in this region. Therefore, tobacco planting can really become a leading industry in Guangxi, and it is possible to carry out the strategy of industrialization development.(2) The main factors limiting the industrialization of tobacco in Guangxi includesmaller scale in tobacco planting area, unreasonable distribution in tobacco planting, poor system in organization and management in tobacco production, slow speed in extension science and technology in tobacco production, low quality in tobacco leaf.(3) The main measurements for enhancing tobacco leaf industrialization in Guangxi are proposed as the follows: enlarging productive legions and area through scientific planning and more reasonable distribution, developing environment-friendly agriculture in tobacco planting areas, speeding up the basic construction of tobacco leaf production bases, improving tobacco leaf quality mainly through using advanced science and technology.(4) The main measurements for improving management of tobacco leaf production in Guangxi consist of the following issues: reinforcing base construction of tobacco planting, initiating and reforming the organization of tobacco leaf production, setting up the system of high efficient management for tobacco leaf production, establishing and improving the system of tobacco leaf pricing, emphasizing on manpower resource management for tobacco leaf production.(5) The main policies for ensuring industrialization development of tobacco leaf production in Guangxi are as follows: setting up reasonable pricing system of tobacco leaf, developing the systems of research, technique extension, personal training and quality consistency, forming and improving the mechanisms for financial input and risk insurance to tobacco leaf production.
