Research On The Development Strategy Of Planting Industry In Zhejiang

Based on data analysis of development of planting industry in Zhejiang province during 1998 to 2005, main characteristics and problems in the development of planting industry was investigated. In the past 7 years, the reform of food purchase and sale system brought great achievement, resulting in a rapid reduction in plant area of field crops, especially of cereal crops, correspondingly a dramatic increase in planting area of economic crops, including melons and fruits, tea, medicinal crops, and edible fungi, making the plant structure more reasonable and market-orientated development, planting more benefit for farmers. In addition, food production tended to be larger, the capacity of comprehensive food productivity was much improved, and the plant structure was greatly optimized since 2003 due to further stress on the importance of food production and carrying out the relevant strategies. Now, a regionalized development pattern of special agricultural product with competition advantage was basically formed in Zhejiang. The technical impetus won an initial success, quality and the security level of the agricultural products were distinctly enhanced; a product-for-outside-agriculture got developed. However, there are some problems in planting industry for this province were: reform of the agricultural science and technology system is still behind planting industry; the science and technology components reflected by agricultural products is still quite low; conversion rate of the technical achievement is not high; the extension of agricultural technology is weak; the ability of farmers in understanding and using technology is low. In particular, the function of science and technology in reasonable exploitation of resources and environmental protection is still not fully displayed. Development of agricultural product processing industry, which acts as an important manner for increasing benefit of planting industry is still lagged, causing weak competition of agricultural products in world market and insufficient advantage in agricultural product composition. Scale and development level of planting industry is still low, and the issues related to resource and environment in agricultural production is quite prominent. All above issues or factors is posing a limit for the development of plant industry toward the modernization in Zhejiang.On the basis of analyzing main characteristics and problems in plant industry development in Zhejiang, we proposed the following strategies for enhancement of sustainable plant industry development: (1) vigorously developing the superiority crop industry with Zhejiang characteristics, and further promoting strategic adjustment of planting structure; (2) strengthening science and technical innovation for enhancement of the function of science and technology in promotion of planting industry; establishing comprehensive agricultural extension system and making general improvement of capacity and ability of agricultural technicians and farmers for a marked improvement in support of science and technology to planting industry; (3) strengthening basic construction and relevant policy support, in order to enhance the enthusiasm of farmer for engaging in food production and to enlarge the comprehensive ability of food production; (4) improving land use system, developing the intermediary agriculture-related organization, supporting the leading enterprises, optimizing the mechanism of linking agricultural industries, lengthening agricultural industry chain, raising the profoundly processing level of agricultural products, making better management of large-scale planting industry, promoting industrialization; (5) strengthening construction of standard systems for agricultural products, improving efficiency of resource utilization, scientifically applying fertilizers and pesticides, enlarging application of higlveffective agricultural production pattern, protecting agriculture environment, and finally enhancing sustainable and healthy development of planting industry.
