Economic development and dependence on water resources increasingly significant, water scarcity has become a bottleneck for further development of agriculture, especially for arid and semi-arid area.The shortage of agricultural water resources has become a major constraint for agricultural development, broaden sources of income, promotion of non-full irrigation, while a limited increase in planting structure adjustment as the best way to water use efficiency.Water problems that agricultural cultivation for Semi-arid regions in western Heilongjiang Province faced , papers to Qiqihar region as a case study, combined with "100 billion kilograms of grain produced in Heilongjiang Province project" the requirements of food production in the region to carry out structural adjustments in agriculture based on cultivation optimal allocation of water resources research.Firstly, the speech summed up the past, the optimal allocation of water resources as well as the cultivation of theories and methods of structural adjustment, tap out the traditional research methods in dealing with multi-objective problem, they often ignore the interaction between target, thus diluting the objectives of the Incommensurability and contradictions, given various objectives to quantitative weighting approach artificially separates the link between things, is difficult to draw a realistic feasible solution; while ignoring the "person" in agriculture, water resources optimal allocation of subjective dynamic role. View of the above two issues, the article analyzes the use of complex adaptive systems theory approach,systematically expounded the theory of complex adaptive system, adjustment of planting structure by analyzing nonlinear and multi-level nature, open, dynamic and uncertainty, adaptability, self-organization, emergence, explaining the adjustment of agricultural planting structure of water resources systems can be called a complex adaptive system, which illustrates the use of complex adaptive systems theory to solve the problem of agricultural water resources optimal allocation of the adequacy and necessity.Secondly, agriculture and water resource systems through the analysis of the area takes into eight types of crops to the kinds of crop area in the main body as a complex adaptive system, from the main micro-start the system a level of division; with the emergence of bottom-up modeling approach generates reproduce limited adjustment of planting structure formation process, using mathematical language reveals the evolution of the system and operation mechanism; a reasonable portrayal of the subject of autonomy, adaptability, solved by adapting nature of the system arising from the complexity of the problem is established based on the optimization of structural adjustment planting layout model.Of genetic algorithm and complex adaptive system theory to analyze the nature obtained both in terms of essential features, evolutionary models, or in the operating mode to achieve both objectives and consistency, so the genetic algorithm to complex adaptive system established by the Solving the model is appropriate and feasible. Adjustment of planting structure with multiple objectives and requirements, proposed the use of multi-objective co-evolutionary genetic algorithm to solve the established model is obtained in line with local conditions the proportion of all crop acreage.Coordination of complex systems using degree theory, the degree of coordination between the subsystems and system analysis of the total coordination degree is proposed the system of coordination between sub-degree method of calculation of the optimal allocation of crops planted after the area of social, economic effectiveness of coordination between eco-efficiency calculations, we can see the coordination between the degree of the system are high, and overall system coordination degree is greater than 0, indicating the development of the system tends to harmony.Finally, the article summarizes the results of the research paper points out the deficiencies in this study and propose directions for future research - complex adaptive system theory, models and research results with the combination of GIS.
