| With the further advances of marketing economy reforming and economy globalization, enterprises are facing increasingly fierce competition. In order to be standing out, they have to make great efforts to reduce cost and promote the power of competition. In this powerful connection with it, there has been a growing movement of laborer dispatch. It is, however, belongs to the initial stage. Owing to this situation, people still have a preliminary understanding of it and even hold incorrect judgment, which will no doubt bring about quite a few problems with the development in reality.With the development of Chinese laborer dispatch as its theme, this article deals with the theories about economics, the science of law and the management of human resources, combined with sample surveys and case analysis, aimed at settling two development matters. One matter is whether we should develop laborer dispatch. That is, the article mainly refers to solving the destination of its development. The other is that I make some research into the problems in the course of its development.Beginning with the concept of laborer dispatch, I throw light upon the division of a series of concepts about laborer dispatch as well as the differences between two similar concepts, clarify the functioning features of labor relationship in the course of laborer dispatch and analyzes the reasons for the occurrence of laborer dispatch as well as the effect of its development. To some level, laborer dispatch plays a significant effect upon the reduction of the trading cost in human resources and the increase of the social efficiency as well as employment situations. Therefore, there is hardly any doubt about promoting laborer dispatch.Besides, it gives examples of such two typical countries as America and Japan to show the present situations and policy features of the development of laborer dispatch. The survey in our own country about the current developing situations and local legislation practice is being carried out so that we can have a systemically comprehensive knowledge of the developing situations of laborer dispatch as well as the field of policies.Above all, close attention ought to be paid to the detailed analysis of such problems as people's recognition, profession management, concrete operation and labor relationship. On the basis of the experience of the two countries mentioned above, I come up with the approaches to the solutions and some advice about policies according to the specific practice of our country and practical working experience and some cases about this subject of my own. They are followed as:Firstly, strengthen the guidance of dissemination and completely recognize the advantage and disadvantage of laborer dispatch. In other words, we should not use laborer dispatch indiscriminately. All depends upon the features of occupations.Secondly, enhance the management of laborer dispatch. In addition, some advice guided by our policies should be put forward, including the administrative permission of its operation and the qualification-classified management, the system of insurance preparation fund, the difference between the public welfare and profit-seeking institutions and the stipulations of service standards and act requirements.Thirdly, promote the legislation and clarify the labor relationship in the course of laborer dispatch.It is greatly hoped that this article contributes some beneficial efforts to the steady development of laborer dispatch in our own country. |
