Labor dispatch refers to a new employment form in which the employee is sent tothe actual employer unit, and his or her work will be under the organization, commandand supervision of it according to the official labor contract the employee has signed withthe labor dispatch agency who also signs dispatch agreement with the employerunit.Labor dispatch is not only suitable to our government’s urge to solve the domesticemployment conflict, but also conforms to the employees’actual employment needs.Meanwhile, it is helpful in reducing the management cost of employer unit, shiftingemployment risk of enterprise, and prompting the optimal allocation of human resource.In China, labor dispatch agencies are developing rapidly, and are widely welcomed bythe government, employees, and employer units. However, today labor dispatch agenciesare in the regulation and development stage, and there are many problems in the processof business operation, which is in need of further study and regulation.This thesis selects the ZY company as the object of study, and makes an in-depthstudy in the labor dispatch business operated by ZY company. By the field observation ofthis agency’s labor dispatch business development and business operation for almost twomonths, adopting literature analysis method, interview method, and inductive method,and on the basis of introducing the study background of labor dispatch and some relevanttheories, this thesis synthetically elaborates the development of labor dispatch both athome and abroad, introduces the ZY company’s basic information, and points out itsproblems existing in the business operation of labor dispatch. The problems are:1, Itsapplied business scope is expanded arbitrarily, pushing the limitations of ‘three-nature’posts;2, It lacks risk consciousness in signing dispatch agreements;3, There exists irregularities in the business operations and so on. With regard to the problems of ZYcompany in the process of business operation, the author makes some suggestions:firstly, ZY company should execute the ‘three-nature’post regulations to the letter andconduct business operation in a regular and standard way; secondly, it should establishthe concept of equal negotiation, and organize a work team in charge of assessing theagreement risk; thirdly, business developers should enhance their continuous serviceconsciousness, and perfect follow-up services; fourthly, appropriate number ofbusiness-service workers should be prepared to improve the business-service quality;fifthly, the company should establish a feed-forward early warning mechanism for labordispatch service; sixthly, the company should perfect standardized business-operationsystem; seventhly, it should build up a modernized enterprise information managementsystem; at last, it should set up a platform for human-resource training service, and putforward improvement countermeasures for labor-dispatch service brand.Basing on the business operation status of ZY company, with the key point of itsbusiness development and operation-service process in labor dispatch, according to theproblems existing in its labor-dispatch operation process, this thesis puts forward severalspecific improvement countermeasures in a targeted way, which also expect to providereferences for similar companies.
