In the economic era based on the knowledge, as Human Resource is becoming more and more strategic, the enterprise has to take it into consideration as a competitive factor for the organization at an innovative angle. The research on competition is to provide either a new theory or a tool to develop the competence of both the human resource and company, with which managing system of human resource on the base of the competence is to be the solid fundamental for the promotion of the competence in the enterprise. Therefore, it is the reason that more and more people pay attention to the study of competence recently.Nowadays, though we have achieved a lot in the research of competence theoretically and practically, there are still some deficiencies in model generation or test, cases under different management competence of the model, competence and performance, Competence management theory in concrete practice of applied research and so on. Thus, there is still a rather long way for the achievement in theory to meet the requirements in the practical application.It is of great importance to sum up the ways to do competence research on its development and application inland or abroad, which is to be not only a reference but also a practical guide for the development of ours Human Resource Management. Based on the analyses of competence researches inland and abroad, this paper does the further study on the application of the competence theory in various aspects: systemically, it analyses model characteristics of the Human Resource Management which is based on the competence, with the expert interview, analysis on post, text or data, and comparison, this paper builds up the competence model for both the advanced and project managers in state-owned enterprises, and applies the model in practice of human resource management of state-owned construction enterprises based on staff selection, performance management, training and salary management.In conclusion, the achievements mentioned above not only enrich the competence theory, but also extend the application of such model, which provide a sound scientific basis for the fulfillment of human resource management.
