With the rapid development of China’s socialist market economy, competition among enterprises is growing fierce. As the most valuable resources for enterprise development, human resources management increasingly highlights its importance to business management.The state-owned enterprise is an important pillar of China’s national economy, which has made a great contribution to the development of China’s socialist market economy, personnel employment and social stability. With the accelerated process of global economic integration, competition among enterprises is intensified. Therefore, for the state-owned enterprises, human resource management is a key point in their survival and development under the heating market competition. In recent years, a large number of talents have flown to private sector from state-owned enterprises, bringing the state-owned enterprises a great loss of human resources, thus influencing the development of state-owned enterprises. With the modern human resource management concept spreading to our country and accepted by more and more enterprises, China’s state-owned enterprises have been carrying out reforms concerning human resources management, such as combing the former separate parts personnel department and labor department into one department, that is, the department of human resources management. However, due to a long-run impact by previous planned economy, state-owned enterprises are still subject to traditional thought on human resource management in the process of establishing the new system, characterized by a lag-behind of management concept and a lack of effective incentive mechanism. In this situation, how to create a modern human resources management system, which is consistent with China’s socialist market economic development and with the management of state-owned enterprises, becomes an important topic placed in front of us.This paper analyzes human resource management problems existing in China’s state-owned enterprises and puts forward countermeasures and suggestions in terms of establishing a modern concept of human resource management, upgrading management skill, optimizing management mechanism, working out a scientific planning, enhancing personnel training and improving staff quality etc. to strengthen human resource management in state-owned enterprises, expecting state-owned enterprises to maximize the advantages on human resources.
