Facing the opportunity and challenge, making informatization drive industrialization, using industrialization promote informatization become the basic strategy for quicken the development in our state, and it's the must choice for Changchun to realize economic and social great-leap-forward development, perfect city service function, enhance city management level and living quality in order to become an international modern city.However, when we make a comprehensive view of city informatization condition, there is a larger gap between of domestic and foreign presences in various aspects, including historical reasons and practical reasons. Although city informatization has made attractive development in China these yeas, such as Beijing, Shanghai, Guangzhou and some other developed cities have become experimental unit of city informatization, developing city informatization construction actively. Due to restriction of network infrastructure construction and personnel, many less-developed cities still locate at the starting line. Take Changchun for example, the information network has shaped initial scale, governmental informatization construction effected prominent and the social informatization degree increasing continuously, but many problems still existed. The paper analyses the reason and hope to work out a solution to enhance the construction and development of city informatization in Changchun.The paper studies on the development situation of city informatization and informatization evaluation system, compare the condition of informatization construction in domestic and foreign countries, on the basis of national informatization index scheme, bring forward a modify informatization index evaluation system, combine with index measurement and analysis, aim at the existing problem, put forward corresponding development countermeasures.At the present time, there are some problems existing in the process of city informatization construction in Changchun, such as less cognition of implementing national economy and social informatization, low level of informatization and infrastructure, lack of professional personnel, imperfect investment and inspirit mechanism.Aiming at resolve above problems, this paper puts forward corresponding development countermeasures in four aspects. Promote the industry informatization construction, including manufacture, business and agriculture aspects. Continuous implementing electronic government construction, promote exploitation, utilization and share of governmental information resource. Establish a logistic based information platform of automobile body, accessory and primary products trade, realize the digitization of information, logistic and delivery management. Actively enhance the process of digital, network and database of commonality areas, expand the development and share level of information resource in the society, increase the quality and efficiency in social commonality service area. Accelerate information technology, information products and information content applies in industry, agriculture and social commonality service and other areas, advance the level of automatization and intelligentize in manufacture circulation area, reduce social exchange cost, strengthen industry and enterprise competitive ability. Conformity and utilize all source of city information resource system, shape an system-integrated mechanism of information collecting and issue, realize share and mutual utilize of resource, provide high-quality service for government and public.
