In the era of knowledge economy. knowledge is an basis on national economic development and innovation is a powerful engines. Technological innovation is one of the important factors on the regional or national development , It reflects the basic concept on the labor productivity theory and has a strong boost to economic development . With the development of economic globalization, intellectual property , market liberalization and the increasingly competition ,regional innovation capacity has become an decisive factors on regional economy in the aspect of obtaining competitive advantages. It has been become the key initiatives for the development of the region in the world today with continuously enhance regional innovation ability, fundamentally enhance regional economic competitiveness.the fundamental way of significantly enhance regional innovation capacity and competitiveness is building regional innovation system that makes innovation necessary resources to effectively integrate and utilize ,makes knowledge and information to be rational allocation and use, makes various services to timely and comprehensive supply.Currently the research about regional innovation system at home and abroad,particularly regional innovation capacity assessment and innovation system are still at their initial stage.Meanwhile, Jilin's regional innovation capacity and innovation system have to be systematic and in-depth development study. Jilin innovation system has start-up under the general background in the economic and scientific globalization and China's WTO accession. Jilin economic and technological development is faced with the fierce international competition or domestic industries upgrade the tough challenges, Accelerate innovation system is an objective requirement in the development of the situation. How to make technological innovation to the regional economy in Jilin big proper role has great significance for Jilin's long-term development, Therefore, the paper studys on this issue,the full text is divided into six chapters, research and results are as follows: Chapter I, IntroductionIn the regional science and technology innovation at home and abroad theoretical research foundations,The paper analyzes the regional innovation system concept, features and operating mechanism and expatiates the regional innovation system of origin, definition and construction of basic principles.from a theoretical perspective extensively.Chapter II, Analysis of the current situation and problems in Jilin technology innovation system and the innovate abilityIn theory, based on lots of literature and information research, Established a evaluation criteria of scientific and technological innovation system of Jilin Province. To conduct a comparative analysis of scientific and technological innovation capability of Jilin provinces , major domestic and foreign. Selected inputs and outputs indicator as evaluation indicator from the indicator system of regional scientific and technological innovation system, Construction a model of a two to three vote the continuity of the input-output, divided into manpower, financial resources, technology achievements outputs , economic output, social outputs 5 first class and 15 second class indicators. Input indicators systems were selected six evaluating indicators of the manpower and the total number of R&D personnel and total research and development staff per million people,financial input R&D funds for the proportion of GDP,the proportion of technology raise of the government to the GDP,R&D funding for industrial enterprises in the proportion of total sales and Research and development activities in science and technology institutions for the proportion of the expenditure. Outputs of scientific and technological achievements was measured mainly through the ratio of the sales revenue of the new products admissibled by three patents at home and abroad share the total sales gain and average turnover of technology market. Economic output was measured mainly through per capita GDP, High-tech industry output accounting for the proportion of GDP,High-tech industry output accounting for the proportion of GDP,The value of total exports within the region GDP;Social output, measured mainly through labor productivity, existing urban employment population ratio and urban households per capita disposable income.Using AHP to determine weights and SFA model for the analysis, In this paper, using the analytic hierarchy process to determine the weights, weight indicators are quantifiable indicators of all levels, the relative importance of indicators and the effect to the final results. On the sustainable development of regional economy system, the subsystems belong to different categories, the correlated degree of indicators is small, The weights of indicators should be evaluated by the importance of the evaluation factor related to the total system general objectives and attaching subsystem. Stochastic Frontier Analysis (SFA) including including random front cost and output function analysis, front cost is the minimum cost at a certain level of output, Forefront of output is the maximum output at a certain level of input. we define DMU effective and degree by the gap of DMC has been appraised and the optimal Frontier. Based on the data sources of different options can be divided into cross-section data and panel data. The former only observed once each of the sample at one time point, and the panel data is multiple-observed each sample for a period of time.To use the panel data of the Three Northeastern Provinces in 2000-2004 as a sample, to inspected the technological innovation performance of the dynamic changes of Three Northeastern Provinces.
