In the modern time, enterprise wins out over intense competitions not merely depending on its facility, technology, capital, or sales network, but more importantly, the people at work. This changing situation hereby reflects that enterprise management has now abandoned the old hard way which cares about material resource only, tending to illustrate its own culture and ideology through the gentle people oriented policy. If only the enterprise focuses on cultivating such high quality talents, it would make further positive soft investment and get benefited since there are no more differences of hard investment (on scale, equipment, technology and so on) between the competitors and the enterprise itself. In a word, an effective soft investment makes the brand-new culture competitive. It is invisible but infinite while the visible hard investment being limited.The culture research of state-owned enterprise lags behind of culture development practice in China. Most enterprises are apt to create their own culture through internal discussion. However, it can be better established in case there are some other experts or scholars involved. Due to insufficient long-term systematic research about the enterprise culture's development logic, positioning and variation at its initial stage, many enterprises have developed their culture functioning with neither the guidance of real scientific theory nor individuality. Consequently, hard to exert positive influences on the enterprise's long-term development. The author of this essay analyses the advantages and disadvantages about the culture construction in Chinese enterprises and further elaborates the erroneous zone of it. Finally, the author puts forward three proposals in view of our state-owned enterprise's current problems.Our state-owned enterprise culture has experienced four stages during its development. The first stage is self-modeling. During this period our country implemented the reform and open policy, changed the planned economy to socialist market economy, so we were granted more chance to communicate with other countries. At the same time, the overseas advanced managing ideas hit our country soon after its emergence. The enterprise culture construction started from the special economic zone and the coastal industrial city, and was gradually expanded to the inland. The second stage is the delay phase. Though lasted for only a short time from the"64 storm"to 1992 when Deng Xiaoping gave the south speech, the mistake of treating the enterprise culture theorization and construction as western liberalization had driven our enterprise culture construction to stagnancy. The third stage is thorough development. Our country started a new round of ideological liberation movement after Deng's speech in 1992 and the concept of enterprise culture was first written into the Party's 14th report. From then on, the enterprise culture flourished in China. From south to north, from east to west, from the coast to the inland, quite a lot state-owned enterprises developed their own culture. The fourth stage is vigorous development. The state-owned enterprise displayed a leading role in national economy and promoted the foundation of the public ownership system. The diversified economies ingredient communal development of basic economic system was also the manifestation of the important thought"three represents". The state-owned enterprise not only represents Chinese advanced productive forces. It also represents advanced culture. Our enterprise culture construction has already gone through the stagnated stage and is going to brace the vigorous development. At present, a large number of state-owned enterprises have already initiated a set of culture owing to the participation of all staff. Establishment of enterprise culture not only realized the commercial profit, but also established the spiritual home for all staff. It helped all staff to realize material abundance, as well pursue of life. The establishment of enterprise culture lead the workers have their ultimate values and philosophy.This essay analyses erroneous zone of our state-owned enterprise from four aspects. First, some state-owned enterprises only pay attention to the form of enterprise culture construction, but have neglected the connotation of enterprise culture. The enterprise cultural activity and the CI image design are all the enterprise culture surface layer expression way. The enterprise culture instills the developing process and basic values to all the staff by education and conform a set of unique values systems. It is the strategy of state-owned enterprise foreign adapted market and criteria to solve contradiction of the internal problems. Second, some of state-owned enterprises equate the enterprise culture to the enterprise spirit, causing the enterprise culture's wandering from business management. Such result concerns with some entrepreneurs. They believed that the enterprise culture should be its ideology construction or even the Holy Bible, but not related with the management. The spiritual factor is really important, but this kind of influence can not work alone without business management system and strategy. Third, some of state-owned enterprises regard the enterprise culture as the direct utilization of traditional culture in the business management, namely applying the culture to manage the enterprise. But the most important thing is using the traditional culture to grasp the modern person's psychology thus motivate staff in accordance with market demands. Finally, some state-owned enterprises have neglected the enterprise culture innovation and the individuality. It should be of distinct features which vary under specific cultural context but not the standard unification pattern, nor the slogan to the enterprise. The enterprise culture can be standardized with different emphasis, value connotation and the basic supposition.To sum up, the author puts forward three proposals to the state-owned enterprise cultural construction. First, we must strengthen the research of enterprise culture. The enterprise culture quantitative investigation is based on culture survey, the diagnosis and the appraisal model and then conducts research to the enterprise culture. Second, we should take order of the relations between enterprise culture and social culture. While establishing its own culture and management idea, the state-owned enterprise should refer to the changing tendency of social culture. The enterprise provides for the society not merely one kind of products, moreover it is one kind of culture. Finally, we must pay great attention to the influence of the environmental variation of the state-owned enterprise. The objective environment of the state-owned enterprise has the direct affect to its long-term benefit and the development.
