Organizational justice is a measure of the level of integrated management of a organization, and a strong indicator of its competitiveness. Organizational commitment reflects the employees' approbation, devotion and loyalty to the organization, which is a primary factor related to the enterprise can be sustained development. State-owned enterprises are in the very rewarding position in Chinese economic system, they are also the main industries in southwest China. However, with the market economy continuous improvement and development, the acceleration of economic globalization, state-owned enterprises are facing domestic and international political, economic, technological, and many other challenges, the concept of employment, lifestyle and values of employees occurred many changes, the relationship between employees and enterprises also face a variety of impact and influence.At the basis of reviewing the pertinent literature both home and abroad, this study backs in the state-owned enterprises in Southwest China, adopted the organizational justice questionnaires and organizational commitment questionnaire from Liu Ya, Long Lirong and Li Ye (2003) and Tan Cheng, Ling Wenquan, and Fang Liluo(2002), selected the 245 state-owned enterprises to conduct questionnaire survey. It tries to observe the status of organizational justice and organizational commitment of state-owned enterprises employees, and to further explore the relationship between the two. The main conclusions are as follows:(1) The adopted scales of organizational justice and organizational commitment in this study have good reliability and validity. The overall level of employees'organizational justice and organizational commitment is more than middle. However, informational justice and ideal commitment are relative low.(2) The different age, occupation, work experience and their average monthly income of staffs have a significant impact on each dimension of organizational justice. The different gender of staffs has a significant impact on leadership justice and informational justice, and the different educational level of staffs has a significant impact on procedural justice.(3) The different age, educational level, work experience, and average monthly income of staffs all have a significant impact on evry dimension of organizational commitment. The different gender of staffs has a significant impact on emotional commitment, norms commitment, ideal loyalty and opportunity commitment. The different posts of staffs has a significant impact on emotional commitment, norms commitment, ideal commitment and economic commitment.(4) Organizational justice has a significant correlation between organizational commitment. Procedural justice, distributive justice and leadership justice all have ability to predict and explain the organizational commitment.According to the above conclusion, for the status and possible problems of state-owned enterprise in southwest, this paper provides some suggestions to improve organizational management, for instance, adopting the idea of people oriented, establishing the transparent and unblocked information sharing within the enterprise network and hierarchical communication channels, improving the enterprise's training system, rational planning occupational career, establishing a harmonious relationship between upper and lower levels, setting up a scientific system of performance appraisal, salary payment and organizational commitment control.
