Logistic Park, the product of intensive and large-scale development of modern logistics, are playing a very important role in boosting modern logistics. In most current times, the design and construction of logistic Park are attached great importance as the key feature of the modern logistics during the high-speed development of modern logistics in our country. However, a reasonable design is a great necessity to fulfill modern logistics. The aim of programming a logistic district is to meet the logistic need of different levels with an effective spatial integration of existing logistic resource, so as to maximize the efficacy in social, economic and environmental aspects. Nowadays modern logistics in our country has been kept a high-speed development, especially in terms of the design and construction of logistic Park which has got great progress and lots of beneficial experience. However, there are still many problems because of lack in time and experience. One of prevalent problems is that logistic Park are programmed very perfunctorily with a lack of systematic argumentations and necessary quantitative and qualitative analysis. Of course, it is quite difficult to design with an exact quantitative analysis and prediction because of lack of detailed and authentic statistic data, marketing strategy, operating situation and future orientation of enterprises. Even then, in the planning the construction of logistic Park, we are supposed to improve our programming methods and to better marketing research and analysis of environmental condition with a method integrated quantitative and qualitative analysis, so as to avoid the blindness and uncertainty in programming and improve the level of designing in the construction of logistic Park.According to the overall arrangement of DaQing City, the construction of DaQing Logistic District should meet the need of adoption of industrial spatial arrangement and industrial structure and conform to the function and development strategy of DaQing City. However, the current situation of logistics in DaQing, on the one hand, is that modern logistic facilities are in severe deficiency and there is few true modern logistic enterprise; on the other hand, a large mount of traditional facilities for storage and transportation are left unused, and many enterprises in storage and transportation fall into stagnation. Whereas, developing modern DaQing's Logistics should be based on the integration of existing resource, which can save our time, cut cost and increase economic benefit.This thesis includes four chapters. The plan and design of the logistic district are researched and demonstrated through the combination of theory and reality. Through the setting of selecting the subject, the type of district and the pattern of operation, the selecting of address, the division of this district according to the function and the layout of the rest space, the plan and design of the traffic system in this district and the information system are analyzed and demonstranted, then the initial scheme is fixed.In chapter one demonstrates the setting of the selecting of the subject, the significance of this research and the main content in general. In the significance of the research, it is put forward that the DaQing Government and the DaQing Petroleum Adminstation Bureau should cooperate with each other so as to layout and construct the modern district of logistics depending on the Sa Erto reserve of DaQing Petroleum Bloc. This measure will not only make the district a major one in the construction of internet system for the modern logistics, but also will be helpful to increase the enterprise's developmental ability of expanding the modern logistics services, as well as to activate the idle assets in the surrounding areas of Sa Erto reserve and explore new space for further development. In addition to that, as an labor-intensive industry, it is also an effective way to provide more job opportunities in the process of industrial reform and economical transformation, and can further make contribution to DaQing's reform, stability and development.In chapter two, on the basis of analyses on the developmental state of logistics industry and the basic social and economical situations in DaQing, the necessity of Park for logistics is explored. The author points out that the construction of districts for logistics is a great need for the adjustment of industrial structure in the DaQing old-industry base, the functional expansion and the structure adjustment of this city, the development of successive industries and realization of sustainable development. Then the demand of logistics is further analyzed from points of the petrol chemical industries, the local high-tech industries and the commercial trading industries. This paper also elaborates the ways of categorizing the logistics Park and suggests making decisions, the local conditions are fully considered, to establish the DaQing Logistics Park as the major comprehensive ones for providing various logistic services. Based on the compressive study of the construction of DaQing Logistics Park, it suggests that the Logistics Park adopt the operational pattern focusing on the land exploration and the public services. In terms of two major standards, say, the attractiveness of market and the supply of Park, the main logistics patterns for different phases of construction are analyzed with its position fixed.In chapter three, consider with the geographical position and the radiation service, the transportation condition, the demand of the logistic market, the land and other aspects of logistic developmental resources, to analysis the advantages of the selection of Daqing's logistic district; to explain the concept and principle of district's functional division. According to functions, dividing the Daqing logistic district, the Daqing logistical distribution district in designing will be divided into nine functional parts: storage distribution, wholesale trade, scattered and cumulate freights operations, container activity, wholesale trading market, manufacture processing, freight transaction, display transaction, leisure activities, integrated office service. Then determining rational arrangement scheme about each functional division in the district, and estimating the land use scope. To propose the schemes of the space arrangement according to the functional districts, and make an estimation of the investment scale of the main district.In chapter four we will propose a blue print for programming the auxiliary function of DaQing Logistic District, including the design of transportation and information system. In the former part we will illuminate the basic principles the transportation development of DaQing Logistic District should abide by. Based on this, we will further propose a scheme for construction of road system. In the latter part, based on the comprehensive analysis of conditions for developing information system in the logistic district, we will also propose the overall aims and directional principles for the construction of information system, and then we will further design a framework for information system.The research result of this paper will play an important role in modern logistic construction in Daqing and other medium-sized cities in our country.
