With continuous development of science and technology and constant improvement of people's life, automobile vehicles have been moved from ranks of special consumer goods to general. With conversion of automobile consumption nature, the holdings also increase, while the vast holdings will eventually have an enormous amount of scrap. If all of the scrapped cars are discarded, it will bring not only environmental pollution and waste of resources, but also a serious impediment to the development of the automobile industry. In fact, scrapped cars after special treatment can be used again, while, to achieve sustainable development, problems must be solved as how to make the recycling of the scrapped cars effectively and oddly, how to enhance its re-utilization, how to achieve conservation of resources and how to reduce environmental pollution.In this paper, the problem is discussed on reverse logistics facility location in scrapped car recycling. According to different promoters of reverse logistics network, we devise the reverse logistics network based on its forward logistics facilities that the car manufacturer launched and the reverse logistics network that third-party logistics services commercial launched. Moreover, we also consider the two factors of cost and time, combined with multi-objective programming techniques to build an optimizing model on reverse logistics network facility location of scrapped cars.First, this paper introduces concepts of reverse logistics, its relationship with forward logistics, and the causes of reverse logistics, etc. We also analyze the reverse logistics network, the network structure and network types, and on this basis, we devise the automobile issue of reverse logistics network construction.Second, two models are constructed in this paper. One model is the expansion of the reverse logistics network on the basis of positive logistics facilities. Since the model is constructed independently by the automobile manufacturer, the expansion might be made on the basis of the former positive logistics network to reduce the cost. The other is the model of the third party reverse logistics network. Many enterprises focus their major energy and financial resources on product manufacturing and R&D of new products, without time to develop reverse logistics network. So the enterprises construct a special reverse logistics network and outsource business of RLN to a third-party logistics enterprise that participates in the RLN and profits through implementing this service. In these two models, the number of used cars recycled in the network, customers'demand of remanufacturing used cars and uncertainty of processing time of used products are considered. And in the objective function, the total minimum cost and the shortest total time are taken into account. Summing up the above, a mathematical model is constructed that integrates multi-objective plan, mixed integer program and stochastic project.Finally, the paper gives solution of the program models, and uses examples to demonstrate their validity and accuracy.
