In state-owned enterprise especially in a controlled enterprise of large- scale state-owned enterprise group which has established modern systems, pushing ahead with performance management---- such an advanced management method plays an essential meaning in spurning traditional managerial concept and manpower resources managerial method, stimulating the activity and creativity of the staff effectively, improving working achievements constantly, raising the economic benefits of the corporation, strengthening the competitive ability of the enterprise and so on.It is not difficult to find out from looking into the management of the enterprise comprehensively that most of the managers of the corporation, especially senior management,"lack study, understanding and cognition'. Objectively, there exists such and such soft underbelly or management errors in production, technique, management and administration. In production because the scale of the installations are not economical, the process task of crude oil has not been finished in a successive three years. In management the economic benefits in the group company lie inferior level, add up loss in a successive five years , more than 12 billion Yuan comparing with other brother enterprises. In technical economy, the newly-built program has not the leading advantage in cost. The main problems in management : development strategy object is not clear, the basic work of enterprise management is scant, the basic work of manpower resources management weakens , especially four big problems of manpower resources management, for example, rather unilateral as to the understanding of performance management work, assessment instead of performance management, single assessment and evaluation method, no establishment of performance prompting mechanism and performance manage work, no all-around development in strategy field of the corporation , which makes staff of the corporation believe,"doing good or bad is the same, working more or less is the same, to do or not to do is the same", which makes them cannot get real appraising, praise and punishment after appraising in several years. Especially most of the staff thinks that their own income doesn't match their contributions. They lack of work activity in equipment technique reconstructing or design construction of the project construction, basically were pushed to work, cannot achieve the goal on schedule.As to status quo and a great variety of problems in the corporation , the author analyzes the outside environment, the same time, especially analyzes interior management and the status of manpower management resources deeply and in detail, points out the existed problem of the managers in thought and activity and the reasons these problems cause, brings out this proposition that in order to solve this problem should carry out deep performance management in the whole corporation to the core, exerts modern management theory , such as scientific thought of system, information theory , strategy administration, operation flow reforging , manpower resources managerial theory , including demand level theory , double ingredient theory, expectation theory, fairness theory , strengthening theory, performance management, organizing performance management, checking and evaluating and other branch theory knowledge and some practical assessing evaluation technique, for instance, statistic technique , determining and reviewing technique, virtual mathematics, technique economy and so on.In the corporation how to really carry out performance management which nowadays has been thought as a difficult world-rated work?First, base from the scientific definition for performance management, clarify the connections and differences between performance management and determining and reviewing of performance. According to the selecting principle and condition of performance management, basing on the models of every kind of performance management, confirm the models of performance management in Jiangcheng Petrochemical Corporation: the combination for management and development, organization, section, group and post, performance process and results.Second, during the design of performance management, establish correct guidance thought , according to the interior and outside environment and its own conditions of the corporation ,on the basis of putting an effort to do every preparation work before designing performance management index system, combine interior connecting property of manufacture and management operation of the corporation , select and confirm the scientific methods for performance management index to establish performance index system, like MBO, KPI, BSC.Third, be established in factual and long-term development of the corporation, divide performance management index into two types, administrative level index and vertical index. Generally speaking ,administrative level index of the corporation can be designed as organization goal , that is to say , annual total work goal of the corporation, which is KPI one class performance management index of the corporation, controlled unit performance management index, which is KPI second class management index of the corporation :group(including workshop section, teams and groups and etc.) performance index is the third class KPI performance management index system, post performance index system is the KPI fourth class performance management index system. Vertical level index of the corporation can be divided into production index, economy index, finance index, quality index, safety index, environment-protection index and so on. And introduce some weighing and confirmed method of performance management index system importantly, introduce expert consulting method, experience evaluation method, research on the spot and administrative and analyzing method, list several examples to illustrate how to use administrative and analyzing method to confirm weighing and performance management index value and so on .Fourth,it is effective measure that performance administrative tissue and flow should be ensure quality of performance management work. According to fact that does not carry out this work, we design detailedly performance administrative system and work flow. We have designed train investigation, implement, choosing train unit, content, time in order to develop solid this work. On the basis of this, it is actual issue to compartmentalize responsibility, choose time, confirm administrative levels personnel of performance check and evaluation. In particular, the personnel of performance check and evaluation are asked: (1) they should have fair thought, decent style, they should do just something and rigorously enforce rules and regulations; (2) they should understand clearly and correct performance target of current grade. (3) they should realize roundly about basic instance and operation flow of check and evaluation object so that they might analyse roundly and check and evaluation their outcome.Forth, according to tact theory, different gradation would handle different evaluation way in different period. This thesis introduces ordinary check and evaluation such as classification, selfhood report, force distributing, key outstanding achievement, ill accident examine, factor check, and so on. It is difficult to grasp about collection and calculation of soft outcome introduced.Sixth, performance feedback is an important link in performance management. It has meaning as follows: (1) effective performance feedback is effective means of performance management quality; (2) performance feedback in time might check whether the outcome is correct; (3) performance feedback based on facts would realize effective encourage at fast speed and further enhance individual, group, department, integration performance. It has function as follows: (1) we would understand reliability of outcome of performance check and evaluation by performance feedback; (2) we would examine efficiency of performance check and evaluation; (3) we would establish general model of performance. (4) we would improve our work levels. Performance check and evaluation is so important that its subject and object of check and evaluation have ready before feedback, we would allow and encourage performance state. We would modify its error based on that. According to faith, we would encash after right and object outcome of performance check and evaluation.Today, state enterprise has gradually headed to market, in particular, entered into international market and compete with large multinational company, there are many weakness and lack conquered hardly in performance management, especially, in human resources. Our country is primary phase compare to more advanced company, there is error in accuracy of aim set, fine degree of management, frequency of examined, angle of human nature. People working on human resources make a through investigation and study. We would work hard on enthusiasm of state employee moved, labor productivity advanced gradually, competitive ability of state enterprise increased in market, integration national power enhanced, and a moderately prosperous society achieved early.
