Responsibility And Measurement Of The Government In Solving The Employment Problem Of Rural Labors

The employment problem of rural laborers has long been the concern of CPC and central government and scholars of social sciences, because it has a direct stake in attainment of social equality and social efficiency, in achievement of the progress of industrialization and urbanization, and in accomplishment of a well-off society in an all-around way. Some experts have attempted to tackle the issue by proposing solutions to problems of farmer, countryside and agriculture, by proposing solutions to social transformation and by supporting disadvantaged groups. Even more scholars have directly targeted rural migrant laborers as research projects and advanced policy recommendations on providing employment opportunities from multiple perspectives. Although some of them mention the role of government in settling the issue, they do not provide a systematic and detailed explanation. This thesis, therefore, pinpoints the responsibilities of government as a breakthrough to the issue and illustrates how government can formulate measures in providing employment opportunities.In recent years, their important function and existence state in the social economic development have already aroused the attention of social circles. Our government has devoted more efforts to protecting the legal rights of migrant worker. The central and local governments have made more new policy and order to pull down the hedge of the original system, explored and established new system in some of the administrative divisions. It is taller and taller that the voice and interests of the security of rural laborers legal rights, rural laborers own consciousness of safeguarding their rights is stronger and stronger.However, the rights and interests safeguard work of rural laborers still has a lot of problems, their condition is very worrying. Under the existing frame of legal system and the judicature mechanism, it is difficult to solve aforesaid problem lastingly and completely by simply depend on the way of administration. Solving the problem need more participant, include the ones nourishing the dream of social harmony and rural laborers themselves. Therefore, we cast sight on rural laborers today, attempt stand at shoulder of seeker, probe into some way of the protection of the employment problem of rural laborers and make every effort to offer some possibilities for explaining the problem.The thesis is composed of four chapters.Chapter 1 Promoting employment rate of rural laborers is critical to social equality and justice. This chapter mainly discusses one of the key functions of government—to secure social equality, and demonstrates that solving employment problem of rural laborers is one of the critical measures to attain social equality.Firstly, the connotation and value of social equality are explained in this part. And then it is pointed out that one of the critical measures for the government to attain social equality is to solve the employment issue of rural laborers.Chapter2 Status quote, characteristics and challenges of employment of rural laborers.The author firstly reports the number of rural laborers. Then, she summarizes the characteristics of rural laborers. Thirdly, the existing employment challenges of rural laborers are presented.Chapter 3 Function failure of government in settling employment problems of rural laborers. In this part, the author first explains the leading function government performs and major role government plays in settling the employment problems of rural laborers. Then, she deals with function failure of government in providing and protecting the employment opportunities of rural laborers.Chapter 4 the Measures recommended for the solution to the employment problems of rural laborers. The first measure is to reform the household registration system and to further reform the rural land system. The second measure is to reform the urban social management system and to solve the problem of rural laborers being underpaid.To sum up, municipal government should enhance its service and assistance to rural laborers and by providing better housing and employment services to rural laborers via urban planning and urban construction, by lowering the living cost of rural migrant laborers, by strengthening the training services for rural migrant laborers and by transforming its functions, municipal government should incorporate rural laborers into urban management system and social security system, thus lending support to living and development of rural laborers in cities.
