Since the adoption of reform and opening-up policy in China last century, the non-public enterprise has got considerable development in our country. Especially since 1990s, non-public economy is developed gradually to an important strength of national economy. The development of non-public economy has got the attention of a lot of economists and sociologists domestic.At the same time, the economic function of internal labor market needs to be had an intact understanding. We should see that it reduces transaction cost to raise the efficiency, notice its negative effect and the limiting conditions of remaining valid and operating, and it will receive the regulation and influence of the whole outside market finally.The modes of internal labor market of U.S.A. and Japan are the model the most. They represent two extremes separately, and the modes of the others of the east, western countries are mostly all between the two. All there are its deep historical backgrounds in the formulation of the mode of labor market internal U.S.A. and Japan, and has formed the unique characteristic of internal management and internal human resource distribution. It is a starting point that the non-public enterprise of our country complies with one's own situation. We should widely collect the strong points of American and Japanese modes, merge and refine, to form the distinctive mode of internal labor market.The main characteristic of the non-public enterprise of our country lies in its familial management system, and the internal labor market lacks efficiency. A lot of respects have problems in human resource management of internal labor market of our non-public enterprises as recruits, training, using, encouraging, flowing out and working concerning etc. Some reasons are analyzed following: firstly, it is the restriction of the family management mode of the non-public enterprise of our country. Secondly, it is the disparity that exists on the senior administrator's idea. Thirdly, it is the non-public entrepreneur's quality. Fourth, it is the factors of the human resource department oneself.Since the end of 1990s, the non-public enterprise faced more external competition pressures and the challenge that inherent system was improved. To improve the efficiency of the internal labor market is not merely the necessity of the technical development. It is the key factor even more that the non-public enterprise seeks to survive with the development space, realizes a strategic development and expansion. We should establish the modern human resources management idea, and strengthen the construction of the internal labor market system, so as to optimize the disposition of manpower resources in the non-public enterprise of our country, and improve the efficiency of the internal labor market.The thesis summarized and compared the relevant theoretical studies on the labor market internal the non-public enterprise in the past, drew lessons from the study results and method of the internal labor market in the domestic international non-public enterprise. The means used as law of the documents and materials, chart analytic approach, comparative analytic approach and deducing, summing up synthetically, the standardize research and real example research approach etc. It carried on study on the efficiency of the internal labor market in the non-public enterprise. Then it proposed some countermeasure thinking and measures improving the efficiency to promote the key competitiveness of the non-public enterprise.
