Since entering the new era,with the establishment of modern enterprise management system in China,the scale of state-owned enterprises has been continuously expanded,which is specifically manifested in the dual development of external economic environment and internal talents.Therefore,most people will choose state-owned enterprises as their first choice in employment.At the same time,there are new problems in human resource management in state-owned enterprises,that is,the matching of people and posts and the development of employees,which affect the market competitiveness and future development of state-owned enterprises.In this research,the internal and external labor markets of state-owned enterprises are combined to formulate a new human resource management system: on the basis of free employment,the long-term trust and cooperation relationship between enterprises and employees is established to motivate employees and realize the improvement of enterprise performance and management efficiency.In this research,taking state-owned ZF company as the analysis object,the mobility of internal employee of ZF company is analyzed,and the Internal labor market theory is adopted to study the labor employment in ZF company.First,the concepts and theories of internal labor market,employee mobility,and human resource allocation are introduced.Second,the current situation of human resources and employee mobility in ZF Company are introduced,and the problems and causes of the mobility are analyzed.Next,from the four aspects of mobility principle,scheme design,implementation steps,and scheme guarantee,the internal mobility scheme of employees of ZF company is designed.Finally,the corresponding safeguard measures are put forward.Specifically,a talent standard and mobility system are developed to achieve long-term employment.By means of internal promotion,a mobility platform is built,and the remuneration postponement is realized by encouraging internal mobility?Through the establishment of a talent flow bank and a good human capital investment system,it helps employees formulate and implement personal career plans to revitalize resources and retain talents.By establishing and improving the level promotion rules within the enterprise,clarifying promotion channels,promotion requirements,promotion processes,and designing "import and export" to realize the orderly flow of employees.Through the establishment of performance evaluation and evaluation standards and the improvement of the salary incentive system,the salary level is slightly higher than the market average salary,and it is increasing year by year,attracting and hiring more outstanding external talents.This paper explores how to improve the flow of employees in state-owned enterprises.Through relevant analysis and research,especially the diagnosis of the current situation of state-owned enterprises,this paper will help enterprise managers to deal with the problem of employee flow,maintain the reasonable flow of employees,reduce redundant employees,attract and retain talents,stimulate the vitality of enterprises,create a harmonious people-oriented enterprise environment,and improve the economic benefits of enterprises.
