In recent years, country, agriculture and peasant are the work emphases of Chinese government.How to improve survival condition and achieve the continuable development of agriculture and country?It is a big problem for Chinese people.In solving this problem, political circles and academia have made great efforts, brought forward many different solutions from different point of view.The supply of rural public goods is just a cut-in point.The supply actuality of public goods in rural China is not optimistic.There are many disadvantages in the supply system of public goods, such as its quantitative scarcity ,the maladjustment of its structure,the singleness of its supply mode,the lack of effective feedback system,etc.Based on the formerly research,this articleput focus on the supply system of public goods in the village community level ,to investigate citizen innovation in China'rural communities to meet their need for critical public goods, especially inquire the role of villagers' committee in addressing public goods.In particular, this article take a specific village for example, anatomy the supply process and state of its rural public goods in order to understand the supply of public goods in same or similar style villages. The public goods mentioned here involves elementary education , medical treatment and sanitation, almsgiving, productive public goods, etc. That is, nearly all the basic needs are concerned. The analysis is done in these aspects: its supplier, supply mode, decision-making and need- expressing system, money and labor collection, supervision etc.To collect material, we use participant-observation and structured interview, the latter is most important. The reason to choose these methods is consider the characteristic of case study and the allowance of research expenses.
