Health reserves is a kind of fund that was established for the existing or future health policies liabilities. With the constantly developing of health insurance, health reserves'scale is also constantly increasing and play a more and more important role in entire reserves system. Because of the risks of health insurance is fluctuant, so health reserves can not be easily predicted and it has some features that are the common features of life insurance and property insurance. Because health reserves is very special, so it's of great significance to study it.This article was chosen from the perspective of accounting principles to research health reserves, is mainly on account of accounting principles play a very important role in guiding to reserve. Under accounting principles, the relevant accounting information about health insurance is very important for the management of insurance companies, investors, policyholders and insurance regulatory agencies. And the inherent features of insurance industry decide that reserves is the responsibility of the core subjects. How to deal with reserves has a direct impact on company's profits, owner's equity, revenue and other subjects. Health reserves relate to the solvency of insurance companies, reasonable extracting of health reserves is one of the foundations to ensure the sufficient solvency. However, the current accounting principles for health reserves requirement appears to be inadequate and it can not properly reflect the special features of the health insurance reserve duty. Based on the analysis of the own characteristics of health insurance and China and the United States accounting principles for insurance and insurance accounting principles related to the health reserves, I hope to improve the extracting of health reserves and the insurance accounting principles related to health reserves.The first chapter is health reserves and insurance accounting principles. Health insurance has many differences from life insurance and property insurance. These characteristics determine the uniqueness of the health reserves. Therefore, the first chapter analyze the characteristics of health reserves through the characteristics of health insurance and the impaction on insurance accounting principles. Next, another part introduced the history of the development of China's insurance accounting for a brief review and give a detailed description of insurance accounting principles on health reserves. The final part of the chapter analyze the progress and shortcomings of china's insurance principles from three aspects. Overall, the first chapter of the paper is the basement of other chapters in this article.The second Chapter is the United States accounting principles about health reserves. Due to the diversity of economic development in the United States, many new issues arising in economic development, for accounting and control needs, it's inevitable to examine and formulate the relevant accounting principles. In this sense, we can say that the United States has the most comprehensive accounting principles. U.S. accounting principles include statutory accounting principles and generally accepted accounting principles. Under statutory accounting principles, statutory reserve is estimated for insurance regulators'assessment of the company's financial situation. Statutory reserves is more conservative, and have a high amount of liabilities. Under generally accepted accounting principles in the surplus from the insurance companies want the best conditions for using the reserve estimates. It is the best use of the assessment based on the actuarial assumptions, relatively true reflection of the company's indebtedness. This chapter is based on this consideration. Therefore, a detailed description of the statutory accounting principles and generally accepted accounting principles in the United States is of responsibility for health reserves understanding.The third chapter is about the health insurance reserve substantive issues. This chapter describes the various extraction substantive issues method of health reserves. It focuses on long-term health reserves and claim reserves, because they are more complex and more representative. The analysis combined some related actuarial demands and some U.S accounting principles.The fourth Chapter is about how to improve the health reserves related to the accounting principles. China's new accounting system want to strengthen the guidelines and provide useful information for investors and the general public. However, due to statutory insurance accounting principles also attributes the need to meet regulatory requirements, the inner contradictions of China's insurance accounting principles, we should improve our system of insurance accounting principles. This chapter show the necessity to improve insurance accounting principles from the inner contradictions of insurance accounting principles, health insurance and the growing importance of financial information and the close relationship in health reserves and insurance accounting principles, and put forward some suggestions.
