The Research On Farmer's Additional Income In Our Country At The Stage

This thesis consists of three parts.The part I analyses the basic conditions and features of the farmers recent income in our country, especially explain the main features of the farmers' receives in our country .That is ; the change of the income structure;salary income became the important part of the farmers' income ; farming income especially planning income drop down continually ; the additional receives of the main food producing area is lower than the whole nation's average level ; The receives of the low income families which reply on farming drop down, the urban-rural gap is broadening constantly ; Cumulative poor population is high and will not go down ;The problem of manner poverty is noticeable increasing ;The poor people are mainly in the areas where there are many young and old people , and which are very far from the cities and very poor; the hidden poor population is very big.The part II analyzes the main factors which restraint the farmer's income in our country from nature and society aspects. First, the natural factors are summarized for five aspects .That is , rainstorm, flood and natural disaster; the long cycle of the farming producing; very geographical decentralized management and natural resources restriction ; poor production and life conditions.Second ,the social factors include ten aspects. That is : the layout of the farmers' additional receives are restricted by the market increasingly, the development speed of the rural industry slow down ,and the urbanization process is lagging ;the farmer's income which don't rely on farming drop down dramatically, the national macro income distribution policy has deviated , which makes farmers' income increase facing noticeable bad social and economical enviroments ; farming ecological environment deteriorates , which influence the farmers' income increase, the prices of the agricultural products slide ; Readjustment of the agricultural structure malaises and lacks capital and technology support; the relationship between cities and villages keeps imbalance ;the threshold which the farmers enter into cities is very high ; the infrastructure construction is backward ; the farmers' quality is difficult to be improved ; a wrong way of the trade caused "drain the pond to get all the fish", and so on.The part III especially researches the way how to increase the farmers' income .In this part, the thesis explains the policies of increasing the farmers' income from six different aspects .①From the aspect of adjusting farming industrial structure , it deems that we must construct "plate structure" of the agricultural products producing , adjust the farming producing layout correctly; provide "Balance beam"for the farmer's income increase ,broaden the industry structure's coverage ; form the industrial pattern which is good for farming increase , if we want to increase the farmers' income .②From this aspect of constructing farming tax protecting system , it puts forward that we should dissolve natural and market's risks, provides the system security's five policies for the farmer's income increase. That is: construct agricultural products price protecting system ;construct agricultural products buffer reserving system and risk fund system ; reform and perfect agriculture technology put into important security system; construct farming policy loan system ;construct the government's farming put into stability increasing system .③From the aspect of researching our country faces the problem of "Economic globally"after entering into the WTO. It discusses the problem of the product's oversupply ,submits three strategies, that is: adjust policies; seize the opportunity ;construct the international competitive agricultural produces processing and trade exports market .That is: construct financial planned impute system ,so as to give blood and oxygenation for the farmer's additional income ;accelerate the fanning industrialization steps ; take the high-yield , good-quality ,highly efficient farming development road;make full use of the "Green box"policy of WTO;construct and perfect agricultural products' circulation system and relevant supporting measures , expand the export of agricultural produces.④From this aspect of "accelerate urbanization's process", it puts forward "develop and grow greatly the township enterprises, provide a vast stage for the farmers' additional income " ,This thesis thinks ,if we want to increase the farmer's income effectively at the present conditions , we must broaden the size of the township enterprises relying on urban-town construction , realize the transfer of rural surplus labor effectively; we must take effective measures to provide preferential policy for the development of the township enterprise ; combine with the development of industry pattern, improving the township enterprises.⑤From the aspect of "comprehensive management", puts forward "provide spiritual motivation for fanners to increase income "fix suggestions .That is:construct safety net ,providing steady social environment for rural development and the farmers' production and lifes ;expand the anti-poverty , improving the farmers' basic survival and living conditions , enhancing the basis of the farmer's additional income ; popularize scientific knowledge in the whole nations ;promote the scientific spirit ,spread advanced culture ,carry forward the fine tradition of the Chinese nation ;improve the tax system ,adjust the income gap ,to create a fair environment for the development of farmer's income ;To expand the scope of family planning service.⑥From the aspect of "based counties strengthen the leadership",it puts forward a new thinking ,with a touch style to provide a political guarantee for farmers to increase income .This thesis thinks that if we want to achieve the plan of the farmer's income increase effectively ,we must acknowledge the county's public opinion , provide good thinking for the farmers additional income ;provide strong security for the farmer's income increase relying on the present geographical advantages and natural resources ,we must implement seriously rural burden cut policy ,grain purchases policy and rural reform policy, provide a good environment for the farmer's income increase .
