Study On Ways And Countermeasures For Increasing Income Of Farmers In Ning’an City

The growth of peasants’ income is a kernel part of three-rural-issues, and is also an importanttask for building a well-off society overall. Since reform and opening-up, the agriculture hasdeveloped rapidly, the rural areas have changed greatly, and the peasants’ income has aggrandizedincreasingly. However, up to the1990s, the growth of farmers’ income is getting slow, the gap ofincome between urban and rural residents expanded gradually. It has the significance academicallyand practically that the problem of increasing farmers’ income would be solved, which is relatedto whole situation for keeping the harmony and steadiness of society and building a well offsociety.This paper was aimed to investigate and research the change of peasants’ income with waysand countermeasures for increasing the income of farmers during the first decade of21st centuryon the basis of the related research achievement and progress，which expounded the currentsituation of agriculture and rural economy, the structure and characteristics of the agriculturaldevelopment trend, and the level of farmers’ income. The economics theory was applied to analyzesystemically the main influence factors and questions which restricted the growth of peasants’income rapidly, with a large number of real data and materials from the point of view of resources,economic, social, cultural condition and so on.The result showed that there were the ways of increasing the income of farmers, whichincluded developing the high-yield, high-quality and high-efficiency agriculture, broadening thediverse channels of agricultural production, promoting industry of agricultural goods, boostingindustry of tourism and service, accelerating the transfer of rural surplus labor force, andstrengthening rural infrastructure construction and the construction of urban and rural integration.Some suggestions were put forward for increasing the income of farmers, which includedincreasing promotion and application of the agricultural sci-tech achievements, expanding scale offarm management by effective measures, adjusting and optimizing structure of agriculturalindustry, speeding up development of new agricultural cooperation organization, promotingindustrialization, enhancing market status of farmers, developing agricultural products with localcharacteristics and high quality, accelerating development of agricultural mechanization andincreasing rate of agricultural production. Moreover, the suggestions were also presented for localgovernment at several levels to make policies, which included urban and rural planning as a whole,development of rural urbanization, industrialization and modernization simultaneously, increasingfinancial investment, improving the agricultural support of a compensation mechanism,strengthening the agricultural technical service, improving the market management of agriculturalproducts, and enhancing the education training to cultivate modern farmers.Ning’an city was set up as an example in this paper from the key point of the new era, newstage and new situations. The conclusion and proposals have reference value for guidingagricultural efficiency, increasing income of famers and making the agricultural policies bygovernments at all levels through researching and analyzing the ways and countermeasures deeplyfor increasing the income of farmers.
