A Study On The Evaluation Of Sustainable Development In Xiaoting District, Yichang

In the Party's Sixteenth Conference, the Third Session, Chinese government points out that, "We should maintain a comprehensive, co-coordinated and sustainable development on the basis of putting individual interest at the core, so as to promote the comprehensive development of both society and individuals". Xiaoting District is a modern industrial area denominated by Yichang Municipal Committee and Government; it is a fertile land to be developed. The sustainable development of Xiaoting District is of great value and significance to the development of Yichang City as a whole; it is also essential and necessary for the development of Xiaoting District itself.This paper firstly elaborates the study of sustainable development in our country and abroad. Then it explains in detail the concept of the sustainable development system and the present situation, characteristics and major steps of sustainable development. According to the principles of being scientific and effective, being integrative, being operational, feasible and dynamic, this thesis establishes an index system to evaluate the sustainable development of Xiaoting District. The index system involves 28 indexes and five sub-systems, namely, population, resources, environment, economy and society.Through the practical investigation of Xiaoting District, the author gains the statistics of relevant indexes and makes a standardized processing of the index statistics through subjection mathematics. After the description of the sustainable development system in Xiaoting District, this thesis then conducts an evaluation of the system's sustainable development comprehensive index and coordinative index. The study result shows that the sub-system of Xiaoting District is against sustainable development; the sustainable development of such sub-systems as population, economy and society are relatively stable, with some fluctuations; the sub-system of resources is under healthy, stable and sustainable development; the whole PREES system is in a relatively slow sustainable development; On the basis of the sub-system of economy, economy and population, economy and society , economy and resources enjoy coordinative development; Economy and environment suffer from disproportional development.Through the analysis of the evaluation results, this thesis discovers the problems in the sustainable development of Xiaoting District and put forward strategies and suggestions for the sustainable development of Xiaoting District from such five aspects as population, resources, environment, economy and society. The main strategies and suggestions are: promoting the new concept of equality between man and woman, raising women's sense of self-care, establishing a frugal system of land development, protecting agricultural water resources, strengthening the management of environmental pollution, consolidating the policy of sanctioning before the projects are acknowledged, promoting the development of industry and the third industry, expanding the agriculture in the suburbs, perfecting the three enterprise structures, publicizing science and technology, integrating educational resources, perfecting rural health care, enlarging re-employment and prevent juvenile delinquency.
