Since the reform and opening, China's economy has been developing rapidly out of the shortage, and with the market gradually diverting from sellers to buyers. The surplus of production accompanied with insufficient domestic demand, has become the bottle—neck of further development of our economy. Meanwhile, the balance between investment, export and domestic demand has not been well achieved, and they haven't combined to form a unite force to drive the economic development. The economy relies too much on investment and export, and the drive force of consumption on economic development is slight. Furthermore, at the current situation of dual economy between the urban and rural area, inadequate consumption in the countryside has been an important obstructive factor. Therefore, initializing the consumption market in the countryside, which population is about 745 million, accounting for 60% of China's total population, is of great significance to China's economy development.At the background of New Countryside Construction, how to hold the historical opportunity to start up countryside consumption has become the current problem need to be seriously considered and dealt with. Baseed on this view, this thesis probes the obstructive factors of countryside construction, and provides a series of countermeasures with consideration of the New Countryside Construction; which will enrich and complete, at least in a sense, the theoretical research on China's countryside consumption.This dissertation concludes six parts. The first part is introduction, which gives a brief introduction to the general situation of our countryside consumption, history and status of relative research at home and abroad, as well as the research method of this dissertation; the second part is an analysis of structure change and future directions of countryside consumption, in which it points out that countryside citizens' consumption is restricted and, in the trend of high rising consumption and increasingly upgrading structures, has a great distance to urban citizens' consumption. The third part implores the inter-relationships between obstructive factors in our countryside consumption in respects of inadequate effective demand of countryside consumers, inadequate effective supply to enterprises in the countryside and inadequate government investment to the countryside, through which the role of government in breaking ice of countryside consumption dilemma is revealed. The fourth part explains the connotation of New Countryside Construction and the possible consequence: in Process of New Countryside Construction, the approach that industry assists agriculture and city aids countryside is very significant for countryside's infrastructure and commonweal, which is both an preciously historical opportunity and severe challenge for countryside consumption; the fifth part provides the countermeasure for starting up countryside consumption at the background of New Countryside Construction: countryside citizens should inspire their effective demand in multi-ways, enterprise practice effective supply in various action, government shall increase investment to the countryside in multi-channels and try every means to initialize countryside consumption in the opportunity of New Countryside Construction. The last part summarizes the research, including main innovations and research conclusion.
